Ballot Reform.
IT lie whole country has l>een
waked up on the vital question of
protecting the tall<?t box from ig
norance and fraud. Mississippi
has adopted an educational !est and
Arkansas has recently tried the
Australian- s}*atem. The result in
both states has b?en highly satis
factory. v
We consider Gov. Tillman's pro
posed educational test CLe of the
boldest ard best ideas yet advanced
by him. In this respect, he occu
pies high and statesmanlike ground
at the risk of losing popular fnvor?
and hereby shows a true senses of
the greatest. danger that confronts
U8. j
The disaffection prevalent in the
South menaces the unity of the
White Todje before a proper restric
tion has &een put upon the negro
gofTraga. We all know how two
years ago, tn this State, an appeal
Wa i mads to the negro for rerenge.
In Georgia and Alabama, to day a
taiost disgusting condition exists.
Jus: across the Savannah, in Wat
son's district, both Democrats and
Populists *are fighting and wrang
linjf oTtr the rote. In Alabama,
Kolb and Bowman are in perfect
hog-wallow of negro politic*, forc
ing the democracy to fight them
With tke same weapon. In Texas,
-Clarke has bolted, because ot
' Hogg's nomination, like unto Has
kell in this State. North Carolina,
Tennesee and Louisiana are threat
?need in the same way and who can
say that South Caroliea is safe
from a break? Where alone South,
do we see "peace and harmony?"
In the two states, Arkansas and
Mississippi, which have guarded
the ballot from the worst form o*
corruption. The eight l>ox]aw has
Veen the greatest bulwark to good
government in this State. It has
been copied in Florida where they
realized the quicksands of unlimit
ed suffrage. Signs have not been
wanting of late that white patriot
ism is not wholly proof against
temptation. Factional spite, as in
Texas, Alabama and our own State
and a popular craze, like that of
the People's party in Georgia and j
North Carolina, have revealed the!
pitfalls of negro suffrage. Those'
of highest social rank have proven!
themselves just as rotten on this
score ae the lowest white element.
There is but on* refuge, that is to
*slevat? the standard of the voter.
The republican pretense at bal J
lot reform consists mere!) in catch - i
ing us unprepared with the force J
bill and rendering anv true reform!
? j j
impossible.
September,
The blackberry season is over
and gone, the watermelon waxeih
c scarce and the fiend that tappeth
at the door in the early morn, offers
green peas for sale. Hales of cot
tun begin moving to town, whore
trade brightetrs and greenbacks
gradually re- appear, like
But let us hie beyond the coi*por
ate limits, for we are of the woods
woody. The haw and persimmon
(presage of fat "possum) are grow
Ing luscious in the old fitdd, whore
golden iod,as:er and life-everlasting
. shed perfume like the gardens of
? ; . ^
Gul. Tall fennel and caliicarpa
fill the fence corners where tho
grasshopper still leaps cheerfully
*nd a stray katydid carols the end :
??f hot summer. The cups of the j
wide oak forests are filled with
plump acorns The white glare of
the sky has changed to serener blue.
The clouds evening take ona more
$calm and sober magnificence ; rich !
er reds aal more pensive pnrple. j
In the cool nights the mosquito is |
aware thvt lie partakes of his last ;
supper, and slags a sad farewell as;
he lights. - j
Tuf. Freeman seems to be* third
party IV moerat. It -wants to get ioio that
thirti party dreadfully. We are really
" *orry for the freeman f -with four jears
ftore ol Grcrer leominiT ahead, j ? j
The' SUiteln aranzed at our assertion I
that Tillman's su cess was due to good J
democratic/, doctrine. Bin we so insist.
Full di.>cti3sion of issues before the people !
and free choice at the ballot box were j
the gist of the gospel he preachcd. It is
Jeffersonian and Jackson ian and ought
therefore, to satisfy the State. W<? rt
jaid the Governor as only tolerating, not
standing upon pu'o- treasury plank of the
Ocala platform and", have wished he hnd
ruade a more determined tight against its
insertion. Leaving out this one, however,
KOi.ie pretty go>d planks remain in our
platform. The State will now realize
that we must endure some thing* dis
ta>teful, as W.st we can, for the fake of
"peace r.nd harmony." A senw of this
1wn years ago -would have paved a deal of
unpleasantness. We hope the State has
not a paralysis oi the palate and may
still deteet the flavor <>f true '?democrat
ic doctrine/'
The prospect grows brighter f?r Clcv
| eland each day and the o'd third- party
scare- crow is getting &adly tattered and
weather-beaten. When C rover is seated
| Hf.me polkical '"conundrums" will be
| observed to have reached a happv sola
jtion and some of our champion puzzle
I pre; pounders will be out of a job.
The result of the late elections in
Maine and Vermont point to democratic
victory in Novemln-r. In both states the
i Republicans fell far below their average
' majorities* and tin; effect has been to
vastly en:ouragethe democracy through
I out the whole country. It looks rosy for
J Cleveland. Told you t-o.
Cokbett is now hero of the ring. His
| iron lists and activity were too much :'or
| the invincible SHy, wh<? very frankly ad
; mits that the new champion "hits like
| h ? 1."
} Arkansas went h whooping for the I)e
mocrary the other day by 50.000 majority .
| Not much People's party out there.
Populists ? a new term for the Peo
ple's party ? is coming into u#e.
