IT lie whole country has l>een waked up on the vital question of protecting the tall<?t box from ig norance and fraud. Mississippi has adopted an educational !est and Arkansas has recently tried the Australian- s}*atem. The result in both states has b?en highly satis factory. v We consider Gov. Tillman's pro posed educational test CLe of the boldest ard best ideas yet advanced by him. In this respect, he occu pies high and statesmanlike ground at the risk of losing popular fnvor? and hereby shows a true senses of the greatest. danger that confronts U8. j The disaffection prevalent in the South menaces the unity of the White Todje before a proper restric tion has &een put upon the negro gofTraga. We all know how two years ago, tn this State, an appeal Wa i mads to the negro for rerenge. In Georgia and Alabama, to day a taiost disgusting condition exists. Jus: across the Savannah, in Wat son's district, both Democrats and Populists *are fighting and wrang linjf oTtr the rote. In Alabama, Kolb and Bowman are in perfect hog-wallow of negro politic*, forc ing the democracy to fight them With tke same weapon. In Texas, -Clarke has bolted, because ot ' Hogg's nomination, like unto Has kell in this State. North Carolina, Tennesee and Louisiana are threat ?need in the same way and who can say that South Caroliea is safe from a break? Where alone South, do we see "peace and harmony?" In the two states, Arkansas and Mississippi, which have guarded the ballot from the worst form o* corruption. The eight l>ox]aw has Veen the greatest bulwark to good government in this State. It has been copied in Florida where they realized the quicksands of unlimit ed suffrage. Signs have not been wanting of late that white patriot ism is not wholly proof against temptation. Factional spite, as in Texas, Alabama and our own State and a popular craze, like that of the People's party in Georgia and j North Carolina, have revealed the! pitfalls of negro suffrage. Those' of highest social rank have proven! themselves just as rotten on this score ae the lowest white element. There is but on* refuge, that is to *slevat? the standard of the voter.
