Acting under instructions from the Commis sioners, I tried to effect a loan from banks and private individuals ic Columbia, Charleston, Baltimoie and New York; bu* in every in stance the objection was raised that interest was too small, and aiso ! ? at loans to counties in this state were undesirable for several reasons, particularly as the L<*gislatuie had abolished the office of County Com missioners, and it was doubtful to what extent they could bind their respective counties. Not being able to tegotiate a loan, the Com missioners have been compelled to do the business of the courtly on a creiit basis, which in some in stances has worked a hardship, as in the case of witnesses and jurors; j but the county hu? also been saved the expense of paying interest on borrowed monej*, which would have! amounted to from $800 or $1,000 \ per annum, and thus Ibje^eounty ! has been saved this considerable ! item of expense. The County Commissioners have; tried faithfully to administer the ; affairs of Kershaw County as; economically as possible; audi while regretting that witnesses and i jurors have not been paid in cash,! still they cannot but congratulate the county that the large expense! for interest has been saved.
