reaction and a distaste for change.
The effect of this cold wave in
national affairs was felt decidedh
in the Stale House,
.Third, the ranks of the members

the necessary m tj oities on some
measures could not be gotten to
gether. Fully f-*rty members were
absent throughout the session.
Fourth, tUe great depression in
I business had a taming effect
upon the members.
Fifth, the zest and ardor of the
first session had cooled somewhat.
The iron can only be worked while
hot.
SixthjAhe Prohibition issue
introdilced early in the session
served only l*? cause feeling and
division, and to establsh new line*,
for the time at least, fatal to har
mony of action.
Seventh, it is well nigh impossi
ble to perfect important measures
in the short and hurried space of
thirty days* which see m* to be Lhe
limit for a session fixed by custom. !
But there is no use to cry over j
