MORE 'AMOS', LESS 'ANDY' NEEDED IN GOVERNMENT One of the laugh-maldng gaga of the famous Amos V Andy radio team has been Andy'a ha/bit of going in for vast imaginative financial flights, in which he mutters, "One millon, two million, five million," and so on, in figuring impossible profits on some ? fantastic scheme. Many present-day plans presented to long-suffering citixet&Tand taxpay ers by hlghnpreasure politicians, are reminiscent of Andy. * The public of ficials talE of one billion, five billion, or ten billion dollars without regard for the sources from which the mon ey is to come. They issue bonds ? and hope that public treasuries will be able to meet them when they fall due. Like Andy, they look forward to a rosy future in which dollars will grow on trees, and budgetary difficul ties will be a thing of the past. It is easy for those who hold com fortable governmental jobs, and are spending money that belongs to .someone else, to figure in millions and billions. But the people, like Andy's creditors, are becoming skep tical. Tlhey know that political ex travagances mean that taxes must soa;r in the future ? they are beginning to realize that means that business and individuals will have less mor.ey with which to build factories and homeR and employ labor, and buy the articles commerce and agriculture must sell if they are to aurvive. They begin to understand that money is di verted from productive business when investors are afraid of extortionate taxes and hide their money in tax free government bonds where it does nothing to keep the machiney of trade in motion. Too many of us think of those bil lions as wo think of the far planets? they seem to have nothing to do with us. We should think of them as Ibar riers to ermployment, to industrial ex pansion, to recovery. It is a histori cal fact that excessively expensive government is the bw*t ally of de pression. Yes! We do need more 'Amos' and less 'Andy' in every division of gov ernment. Epigrams by Lord Dewar, famed Scotch dkvtiller: "I^ove is a sea of emotion entirely surrounded by ex pense." THE PROBLEM OF PLENTY The Year-Book of Agriculutral Co operation shows a progressive and far-sighted spirit when it says: "Our age is witnessing the extraordinary Spectacle of aw orld fleeing from plenty. It is for the cooperative or ganizations to show that they can face plenty and that their ideal of social justice is a light by which they can deal out plenty with an even hand, so that it neither (piles up for want of claimants nor ceasea for lack of recompense to those from whose labor it has sprung." It has often been said that tho troubles of the present lie in the fact that the machinery of distribution has been inferior to the machinery of pro duction. There is no lack of peoplo who want wheat, cotton, fruit, diary products and all the other things our farmers raise ? and these people con stitute a vast market which tho pro gressive cooperatives aro trying tj reach. The cooperatives aro not seeking to obtain extortionate prices ? they are seeking fair prices that , will bring the producer a reasonable profit and allow him to sell tho max imum amount to the consumer. The mere routine of buying and selling is among the least of cooper ative activities. Cooperatives are great educational institutions, sa far as both their members and the pub lic are concerned. They are going forward on firm ground, meeting and grappling with great social and economic problems. And they aro making headway. A BROKEN DOWN HORSE Two years ago a wholesale grocer of Benton, 111., took a fancy to a supposedly broken down race horse named Indian Runner and paid $3,000 for him. Maybe it was a mere whim J or a gambler's hunch which caused the grocer, D. A. Woods, to make an investment which most turfmen would have considered unspeakably foolish. But see what happened. After giving Indian Runner good care and a few weeks of rest Woods entered him at Lincoln Fields, where he broke the track record in his first tace. Since then he has virtually monotpolized the handicaip stakes in the West. On the 4th of July he won for the second consecutive year tho Stars, and Stripes handicap at Arlington Park where he has also won the Inaugural handicap the last two years. His total winnings to date have been $45,000; not a bad return on a $8,000 investment. And ho isn't finished yet. All of "which goes to confirm tho old saying that you can't tell by merely looking how far a frog can Jump or how fast a horse can run. California /points with pride to the | fact that 99 out of every 100 speeders haled into court in that state are con victed. Justice is tempered with mercy, however, as about 20 per cent of those found guilty are given sus pended sentences or placed on probat- [ ion.
