PLANT A BIG GARDEN!
' "That each child may have the es
sential food elementB in ?ach day's j
diet in 1932" is one of the five princi- |
pal items in the general purpose of
May Day as ^proclaimed by the Pres
ident. The best way to maintain this
esserjtial diet is to plant a garden in
your own back yard. A plot of
ground 140 x 103 feet will furnish
sufficient fcod for a family of five.
The \alue to health of vegetables
in the diet is universally understood.
Not only do fresh, succulent vege
tables supply vitamins, mineral salts,
proteins', carbohidrates and bulk but
they also aid in the digestion of oth
er foods and act as body regulators.
Therefore, a good vegetable garden
should result in an improvement in
the health and food habits of the
family.
Continuous cultivation and planting
will result in an unbroken supply of
vegetables, (as soon as one vegetable
has matured or has been used, the
spaca should be properly prepared
and another crop planted.) Now is
the time to make another "planting of
vegetables, planted in March. Beans-,
Pole Beans, Lime beans, Squash, Cu
cumber, Okra, ahd corn may be plant
ed now. Eggplant, pepper, sweet po
tatoes, and tomatoes may be" trans- [
planted to the open fields.

pect an army of insect pests. April
is the month to get ready to finht

AN ORDINANCE
To Require the Payment of License
on Business, Occupations and Pro- j
fessions in the City of Camden,
S. C., for the Year From May 1, 1
1932 to May 1, 1933. |
Be it ordained by the Mayor and
Councilmen of the City of Camden, in
Council assembled and by the author
ity of the same.
Section 1. Every person, firm,
company or corporation, engaged on
May 1, 1932, in any calling, lousiness,
profession or occupation in whole or
m part within the City of Camden,
as may be hereinafter specified, shall
cb ain during the month of May,
1932, a license therefor in the manner
hereinafter prescribed. Every per
son, firm, company or corporation
commencing business in said city on
or before the first day of May, 1932,
shall i* like manner obtain a license
therefor before entering upon such
calling, business, profession or occu
pation as hereinafter specified.
Section 2. Every person, firm,
company or corporation engaged in
or intending to engage in any calling,
business, profession or occupation for
which a license is required, shall ap
ply to the Clerk and Treasurer of
the City of Camden for the sarrfe ? i
by whom all such licenses shall be is- |
sued, and shall at the time of apply- J
ing, make and sign a written state
ment under oath, and file it with the
said Clerk and Treasurer, setting
forth: First, his or her or its name
or style, the name of the persons con- 1
stituting such firm or company.
Second, the calling, business, pro
fession or occupation for which li
cense is required. Third, the place
where such calling, business, profes
sion or occupation is to be carried
on; the amount of capital invested,
or the gross annual income. Parties
in business on the first of May, shall
make such application for new license
and file such written statement be

Section 3. A pei.nlty of fifteen
per ccnt shall be arlded to nil licenses
which are not paid during thn month
of May, 1932, except such as may
become due after that time. Pro
vided, however, that immediate pay
ment may be required in each and
overy case at the discretion of the
said Clerk and Treasurer, and the
foregoing provision shall in no wise
stay or hinder action to enforce im
mediate payment; which tax and pen
alty shall be recovered in the manner
hereinafter1 prescribed, and if any
person, firm, company or corporation
required so to do by the terms of
this ordinance shall refuse or neglect
to make out and deliver to the Clerk
and Treasurer of the City of Camden,
' qq or before the time herein required,
[the statement provided for by Section
[2 of this ordinance, or shall make a
1 false statement, or shall refuse to
take and subscribe an oath or af
firmation as to the truth of such
statement, or any part thereof; or
from any cause shall fail to take out
such license as may be required by
this ordinance, the said Clerk and
Treasurer shall report the case to
the Mayor, who shall proceed to as
certain as nearly as possible, the bus
iness of such person, firm, company,
or corporation, for which he, she or
it may be liable to a license tax
therefor, and in case of default for
the purpose of such investigation,
*he said Clerk and Treasurer shall!
notify the person, firms, companies 1
or corporation in default to appear
before the Mayor at his office ? at a
time stated in said notice: and also
such witnesses as the Mayor may
desire to -examine. The witnesses
called as aforesaid shall be examined
by the Mayor, under oath or affirma- 1
tion, touching the nature of the busi
ness of such party, and everything
which may evince the amount of li- 1
cense tax for which such party shall
be liable.
From the information thus acquir-l
ed the Mayor shall find and assess 1
the amount of license tax due by
such party whether he, she or it at- 1
tended the investigation or not, and
shall add thereto a penalty of fifteen
per cent, thereof, and should such li
cense tax and penalty be not paid
within jive days thereafter, the said
Clerk and Treasurer shall issue an
execution thereof under his hand and
the seal of the City of Camden, di
rected to the chief of police of the
City of Camden, or the Sheriff of
Kershaw County, in said State and
thft said Chief of Police or Sheriff
shall proceed to collect the said li
cense tax and penalty, by levy and
sale of real or personal property, as
now provided by law for the collec- 1
tion of taxes, together with an addi
tional five per cent, of the whole
amount, which shall be the Sheriff's
of Chief of Police's compensation for
making such collection, in addition I
to one dollar for making such levy,!
which shall.be paid by delinquent
without entry or mileage fees; pro
vided, however, that any person or I
corporation shall have the right of
appeal to the City Council of Camden
(notice of such appeal having been
given to the Clerk and Treasurer
within five days from the time of 1
which such assessment of license and
penalty shall have been made) and
upon hearing such appeal, the said
Council shall make such order therein
as it shall deem just and proper; and
provided further, that in lieu of the
remedy above set forth to enforce
payment an action or actions may be
brought m any court of competent I
jurisdiction for the recovery of such
license tax and penalties. And pro- 1
vitled-further, that any person, firm,
company or corporation who shall I
carry on, or attempt to carry on any
calling, business, profession or occu- 1
pation without a license as herein
required, or who shall neglect or re
fuse to give the information required
or to answer such questions as may
be required or who shall fail to at- 1
tend before the Mayor to be examin- 1
ed by him when so required, as pro- j
vided in Section 2- and 3 of this ordi- 1
nance may be deemed guilty of a y io- I
lation thereof before the Municipal
Court and may be fined not mor< I
than One Hundred Dollars, or be im- 1
prisoned not exceeding thirty days.
Section 4. All license granted un- I
der this ordinance shall be posted in I
a conspicuous place, except in case of I
vehicles for hire, which vehicles shall 1
have placed upon them metal badges
with the number of badges and the |
license year marked thereon, such I
badges to be furnished by the Clerk I
and Treasurer upon payment of the I
license tax. Failure to display such |
badge* will subject the persons own- j
ing or using the same to a penalty I
of not more than Fve Dollars or im- 1
prisonment not exceeding ten days. I

The City Council reserves the ritfht
to revoke any licenses for any cause
which to them may seem to be just.
Section 6. The following sum or
sums of money are required to bo
paid to tho said Clerk and Treasurer
for a license to carry on the business,
calling, profession or occupation in
whole or in part within the limits of
the City of Camden, as in each case
specifically appears.

All persons owning or controlling
hacks or other vehicles moving on
wheels and plying for hire in the
City of Camden shall post in a con
spicuous place in said hack or vehicle
a printed schedule of prices, to be
furnished by the City Clerk upon the
issuance of license, and keep the same
so posted during the continuance of
said license; and shall have a tag,
furnished by the City Clerk, carry-1
ing a number corresponding with the
number of said hack or vehicle,
fastened on the outside of said hack
or vehicle in such a position as to be
easily seen; and all drivers of such
hacks or vehicles shall wear a metal
badge, of convenient size, on the left,
side of his outer garment, with the
number of his license painted or en
graved thereon.
