The recent congress madte a liberal*

ment corporations and livestock com
^panio, which looks good to us. It
seems to us that something like this
will prove far-reachinr* in its benefic
ial effects in the development of need
fed enterprise?. In a letter received
r by us a few daiys ago the following
/^explanation is given:

A PROBLEM THAT MUST BE*
SOLVED
South Carolina has a problem that
jjiust be solved along with a number
of counties, and that is the care of
prisoners. The 6tate penitentiary is*
overcrowded, bhere now being about
the largest number of /prisoners in
the history of the state^ The super
intendent leports above nine hundred
prisoners with a considerable increase
as the spring terms of court are held.
Then to add to that some of the
counties are abolis/hing the expensive
process of wokring the prisoners on
chain gangs, and this will increase
the number in the ^penitentiary. The
Spartanburg delegation at the pre
sent session of the legislature has in
troduced a bill to abolish the chain
gang system in their county where at
least fo^ir gangs are maintained,
claiming that they can save for their
county some thousands of dollars.
Several other counties have already
abolished1 the chan gangs. With the
ever increasing number of convicts,
the problem of how to care i'or them
looms up and ti must be solved in
?some way. The legislature has
made n'> provision for enlarging the
quarters at the staW> penitentiary.
Something must be done about this
matter and that in the very near fu
ture; in fact it is needed to be done
,.ow.
AN OLI) FALLACY
One of the most persistent, a? well
as one of the mo*t fallacious of mis
conceptions, is that it is possible "to
tax the rich to h^lp the poor."
The rich, in this sense, usually
means large corporation." with impos
ing balance sheets. It is very easy
to advocate increasing the tax on a
million dollar manufacturing plant on
the principle that the little fei'low
will thus be relieved of paying part of
his contribution to the cost of gov
ernment. But it is an inescapable
fact that any tax i* passed* on to the
consumer. If we raise the tax on in
surance, John Jones will find that his
premiums will bp a little higher; if
we add to the burden of electric util
ities, Tom Brown's monthly statement
will fatten. Even the largest of cor
porations have no mag-ical way of get
tine mone,/ out of thin air.
J Ever^bu-incss is entitled to a fair
profit, and must make it if it is to
continue to exist. Overtaxing busi
ness discourages industry and employ
ment and adds directly to the cost of
living for everyone. There is but one
way of achieving tax relief ? for gov
ernment to spend less money.

Caroilna.' That's a headline in a
news stony from Columbia, and it
means that the state has been forced
to borrow that sum to meet deficits
running over several years. The an
nual appropriations have been falling
| short of the expenditures about a
million dollars a yoar. If the consti
tution of the state had been obeyed
i there would he no deficit. Should
there be a deficit one year a sufficient
levy under the constitution is requir
ed the ?u?ceeding year to wipe it out.
' Death came quick to the bill intro
ducer! into the legislature to abolish
cajpital punishment in South Carolina.
Tho vote to kill the bill was 73 to 17
for it. With crime rampant over the
country, this was a bad time to intro
duce sucrh a measure, yet is not with
'out some reason. Many good citizens
hold the state has no right to take a
human life, and eventually capital
pTinishment may be abolished.

nrieve of sixty dhys about fifteen
hours before he was scheduled to go
