ly resign the position which lie has
held wth marked ability. This . wlti I
not be pleasant news to the advocates'
of good roads .in South Carolina. The
reasons assigned for this actioft on
the ^art of Mr. Jones is that he wants
to look after his own personal affairs.
It Is also intimated that he may be
come a candidate for office in order
to defend the road construction work
of the state. Our opinion is that Mr.

Solicitor Leon W. Harris, who is

Judge John J. Parker, of North
Carolina, wh<r Was nominated as an
MiKxsiate Judge on the supreme cour*
t>ench, because of politics, failed of
confirmation by ? close margin. He
missed, confirmation by two votes.
Some of his decisions were attacked,
Mid it was' also charged that he said
something to the effect that the ne
groes had better leave politics alon%
And many stich charges were brought
to bear in a fight against confirma<
tlon jnotwithstanding that he was cor
dially endorsed by a considerable
humlber of democartic senators. A
number of bar associations also en
dorsed him. He is a Republican and
there seemed to be nothing against
his pesronal character nor his ability,
so it was purely a political move that
defeated him. President Hoover has
since named Owen J. Roberts, of
Philadelphia, for the place. He will
probably be confirmed. North Caro
lina in the last presidential campaign,
gave the Republicans a mapority, but
this latest move will not tend to make
the old north state solid for the re
publican party.

was pulling down $1500 per week for

Every time the liquor crowd appeals
to the U. S. Supreme Court, they lose
out. Yet, they still claim that the
18th Amendment is unconstitutional.
Did anyone ever hear of a law-abid
ing liquor dealer ?
In the good old days when a he
man could slip in the back door of a
saloon and get a free lunch with his
drink, politicians could buy a lot of
votes for a single drink of liquor. In
those fjolden days a hahf pint of li
quor cost a quarter. No wonder the
politicians sigh for the old days.
Once upon a time there was an hon
est young lawyer in St. Louis, Mo.
The political machine in power need^
ed such a man to add respectability to
their ticket in the next election. They
offered the job of district attorney to
the young lawyer*; but made the mis
take of not tieing him up with
pledges, He accepted the opportun
ity and was elected. Then the un
grateful wretch turned on the gang
and sent nearly every Alderman in St.
Louis to the penitentiary for grafting.
, He then ran for governor, and was
elected. He ran the race f^m/bler out
of the state, and did other unethical
political tricks. But when he ran for
the U. S. Senate, he was defeated on
the grounds that an honest man had
no business in the U. S. Senate.

or other advertising matter shall be
placed upon the streets of public
places of the City of Camden, or in

Be it ordained by the Mayor and , <
^ouncilmen of the City of Camden, in I
Council assembled and by the author- i
ty of the same.
Section 1. Every person, firm, ,
jompany, or corporation, engaged on
May 1, 1080, in any calunr, business, t1
profession or occupation in whole or,"
in part within the city of Camden,!
J8 may be hereinafter specified, shall
*>tain during the month of May, '
1930, a license therefor in the manner
hereinafter prescribed. Every per
son, firm, company or coirporation
commencing business in said city on
?r before the first day of May, 1930,
shall in like manner obtain a license
therefor before entering upon such
calling, business, profession or occu
pation as hereinafter specified.
Section 2. Every person, firm,
company or corporation <*?>gaged in
Dr intending to engage in any calling,
business, profession or occupation for
which a license is required, shall ap
ply to the Clerk and Treasurer of
the City of Camden for the same ?
by whom all such licenses shall be is
sued, and shall at the timp of amov
ing, make and sip>n a written state
ment under oath, and file it with the
said Clerk and Treasurer, setting
forth: First, his or her or its name
or style, the name of the persons con- 1
stituting such firm or com<pany.
Second, the calling, business, pro
fession or occupation for which li- !
cense is required. Third, the place j
where such calling, business, profess- ;
ion or occupation is to be carried
on; the amount of capital invested, j
or the gross annual income. Parties ?
in business on the first of May. shall
make such application for new license
and file such written statement be
fore May 21st.
Section 3. A penalty of fifteen
iper cent shall be added to all licenses
which are not paid during the month |
of May, 1930, except such as may
become due after that time. Pro
vided, however, that immediate pay
ment may be required in each and
every case at the discretion of the
said Clerk and Treasurer, and the
foregoing provision shall in no wise
stay or hinder action to enforce im
mediate payment? which tax and pen
alty shall be recovered in the manner
hereinafter prescribed, and if any
person, firm, company or conporation
required so to do by the terms of
this ordinance shall re/use or neglect
to make out and deliver to the Clerk
and Treasurer of the City of Camden,
on or before the time herein required,
the statement provided for bv Section
2 of this ordinance, or shall make a
false statement, or shall refuse to
take and subscribe an oath or af
firmation as to the truth of such
statement, or any part thereof; or
from any cause shall fail to take out
such license as may be required by
this ordinance, the said Clerk and
Treasurer shall report the case to
the Mayor, who shall proceed to as
certain as nearly as possible, the bus
iness of such person, firm, company,
or coropration. for which he, she. or
it may be liable to a license tajf
therefor, and in case of default for
the purpose of such investigation,
the said Clerk and Treasurer shall
notify the person, firms, companies
or corporation in default to appear
before the Mayor at his office-? at a
time stated in said notice; and also
such witnesses as the Mayor may
desire to examine. The witnesses
called as aforesaid shall be examined
by the Mayor, under oath or affirma
tion, touching, the nature of the bus
iness, of such party, and everything
which may evince the amount of li
cense tax for which such party shall
be liable.
From the information thus acquir
ed the Mayor shall find and assess
the amount of license tax due by
such narty whether he, she or it at
tended the investigation or not, and
shall add thereto a penalty of fifteen
per cent, thereof, and should such li
cense tax and penalty be not paid
within five days thereafter, the Raid
Clerk and Treasurer shall issue an
execution thereof under his hand and
the seal of the City of Camden, di
rected to the chief of police of the
City of Camden, or the sheriff of
Kershaw County, in said State and
the said Chief of Police or Sheriff
shall proceed to collect the said li
cense tax and penalty, by levy and
sale of real or personal property as
now provided by law for the colla
tion of taxes, together with an addi
tional five per cent, of the whole
amount, which shall be the Sheriff's
or Chief of Police's compensation for
making such collection, in addition
to one dollar for making such levy,
which shall be paid by c delinquent I
without entry or mileage fees; pro
vided, however, that ; anv person or
corporation shall have the right of
appeal to the City Council of Camden
(notice of such appeal having been
given to the Clerk and Treasurer
within five days from the time of
which such assessment of license and
penalty shall have been made) and
upon hearing such appeal, the said
Council shall make such order therein
as it shall deem just and proper? and
provided further, that in lieu of the
remedy above set forth to enforce
nayment an action or actions may be
brought in any court of competent
irisdiction for the recovery of such
license tax and penalties. And pro
vided further, that any. person, firm,
company or corporation * who shall
carry on. or attemipt to carry on any
^ailing, business, profession or occu
pation without a . license , as herein
required, or who shall neglect or re
fuse to give the information required
or to answer such questions as may
be required or who shall fall to at
tend before the Mayor to be examin
ed bv him when so required, as pro
vided in Section 2 and 8 ef this ordi
nance may be deemed guilty of a vio
lation thereof before the Municipal
Court and may be fined not mote
than .One Hundred Dollars, or be Im
prisoned not exceeding thirty days.
