AN ORDINANCE
To Kequire the Payment of License
on Business. Occupations, and Pro
fessions in the City of Camden,
S. C., for the Year From May 1,
1929 to May 1, 1930.
Be it ordained by the Mayor and
Councilmen of the City of Camden, in
Council assembled and by the author
ity of the same.
Section 1. Every person, firm
company, or corporation, engaged on
May 1, 1921), in any calling, business,
profession or occupation in whole >r
in part within the city of Camden,
as may be hereinafter specified, shall
obtain during the month of May.
1929, a license therfor in the manner
hereinafter prescribed. Every per
son, firm, company or corporation
commencing business in said city on
or before the first day of May, 192.',
shall in like manner obtain a license

pation as hereinafter specified.
Section 2. Every person, 'j1***1'
company or corporation engaged in
or intending to engage in any calling,
business, profession or occupation foi
which a license is required, shall ap
ply to the Clerk and Treasurer of
the City of C amden for the same- ?
by whom all such licenses shall be is
sued, and shall at tlv. time of apply
ing, make and sign a written state
ment under oath, and file it with the
said Clerk and Treasurer, setting
forth: First, his or her or its name
or style, the nunc of the persons con
stituting such firm or company.
Second. The calling, business, pro.
fession or occupation for which li
cense is required. Ihird, the place
wheie such calling, business profess
ion or occupation is to be carried
on; the amount of capital invested,
or the gross annual income. Parties
in business on the first of May, shall
mak<> such application for new license
ami tile such written statement before

Section 3. A penalty of fifteen
per cent shall be added to all licenses
which are not pail during the in >nth
of May, 1929, except such as may
become due after that time Pro
vide!. however, that immediate pay
ment may be required in each and
1 very case at the discretion of the
said' Clerk and Treasurer, and the
foregoing provision shall in no wise
stay or hinder action to enforce im
mediate pavment; which tax and pen
alty shall be reeovt red in the manner
hereinafter prese'rihed, and it ?inj
person, firm, company or corporation
required so to do by the terms c>f
this ordinance shall refuse or m g'ect
to make out and deliver to the Clerk
and Treasurer of the City of Camden,
on or before the time herein required,
the statement providcel for by Section
2 of this ordinance, or shall make a
false statement, or shall refuse to
take and subscribe an oath e>r af
firmation as to the truth of such
statement, or any part thereof; or
from any cause shall fail to take out
such license as may be required by
' us oi lman ' . the said C lerk and
Treasurer shall report the case to
the Mayor, who shall proceed to as
certain as n arly as possible, the bus
iness of such person, firm, company,
or corporation, fc<r which he, she, oi
it may be liable to a license tax
therefor, and in case of default i or
the purpose of such investigation,
the said Clerk and Treasurer shall
notify the person, firms, companies
or corporation in default to appear
before the Mayor at his office? at a
time stated in said notice; and nls >
such witnesses as the1 Mayor, may
desire to examine. The witnesses
called as aforesaid shall be examined
by the Mayor, under oath or affirma
tion, touching the nature of the bus
iness, of such party, and everything
which may evince the amount of li
cense tax for which such party snail
b> liable.
From the information thus acquir
ed the Mayor shall find and assess
the amount of license tax due by
such narty whether he, she or it at
tended the investigation or not. and
sliall add thereto a penary of fifteen
per cent, thereof, and should such li
cense tax and penalty be not paid
within five days therefater, the said
Clerk and Treasurer shall issue an
execution thereof under his hand and
the seal of the City of Camden, di
rected to the chief of police of the
City of Camden, or the Sheriff of
Kershaw County, in said State and
the said Chief of Police or Sheriff
shall proceed to collect the said li
cense tax and penalty, by levy and
sale or real or personal property, as
now provided by law for the collec
tion of taxes, together with an addi
tional five per cent of w.hff^
amount, which shall be the Shenffs
or Chief of Police's compensation for
making such collection, in addition
?o one dollar for tanking such levy,
which shall be paid by delinquent
without entry or mileage fees- pro
vided, however, that any person or
corporation shall have the right of
appeal to the City Council of ( amden
(notice <>f such appeal having been
vrivt n to th< Clerk and Treasurer
within five days from the time of
which such assessment of license and
penalty shall have been made) an
..?>on hearing such appeal, the said
Council shall make such order therein
as it shall deem just an. I proper; and
provided further, that in lieu of the
remedy above set forth to enforce
payment an action or actions may be
brought in any court of competent
iurisdict inn for the recovery of such
license tax and penalties. And pro
vided further that any p< rson. firm,
company or corporation who shall
carry on. or attempt to carry on any
calling, business, profession or occu
pation without a license as herein
required, or who shall neglect or re
fuse to give the information required
or to answer such questions as may
be required e>r who shall fail to at
tend before the Mayor to be examin
ed by him when so required, as pro
vided in Section 2 and 3 of this ordi
nance mny be deemed guilty of a vio^
lation thereof before the Municipal
Court and may be fined not more than
One Hundred Dollars, or be imprison
ed not exceeding thirty days.
Section 4. All license granted nn
d?r this ordinance shall be posted in
a conspicuous place, except in eas,. c?T
vehicles for hire, which vehicles shall
have places! upon them metal badges
with the number of badges and the
license. year marked thereon, such
badges to be furnished by the Clerk
and Treasurer upon payment of the
license tax. Faiwre to display such
badges will subject the persons own
ing or using the same to a penalty
not more "than Five Dollars or im
prisonment not exceeding ten days.
The license granted under this or
dinance shall at all times be sub
ject to inspection by any officers of
the City of Camden anJ no calling,
business, profession or occupation
shall be carried on elsewhere than the
place named in this license therefor,
unless authority be granted by the
Clerk and Treasurer, which authority
shall be endorsed on the license.
Section 5. All licenses granted un
der this ordinance shall continue in
force until the first day of May A. 1).

The City Council reserves the right
to "revoke any licenses for any cause
which to them may s.em to be just.

Section VII. The license on any
business or occupation not named in
the foregoing schedule shall be fixed
by the Mayor and CI rk,
Section VIII. Wherever in this or
dinance, the terms "person, firm
company, corporations or party" urc
used, the same shall include ,not only
the principals, but in their absence
shall include any agent, clerk or em
ployee having charge, management
or control of the business, calling, oc
cupation or profession reforr.d to,
and such agent, clerk or employee
shall be subject to the penalties here
in imposed for failure to comply
with the terms and requirements of
this ordinance, in the same manner as
if he, she or they were principals or
j proprietors.
