Section 4. LABELLING AND
PLACARDING. ? All bottles, cans,
packages and other containers en
closing milk or milk products defined
ill this ordinance shall be plainly la- I
beled or marked with (1) the name of
'.he content? as given in the defini
tions in this ordinance; (2) the- grade
of the contents if said contents are
graded under the provisions of this
ordinance; ,(3) the word ''raw" if
the contents are raw? (i) the per
centile of milk, fat if the' package
or other container encloses adjusted
milk.
E very grocery store1, restaurant,
cafe, soda fountain or similar estab
lishment selling or serving n;i!k shall
display in a place designated by the
health officer, a card furnished by
the> health officer stating the grade
of the milk at the time when doliv
ered and whether snme is raw.
Section f). Inspection of dairy
farms and milk plants for the pur
pose of grading and regrading. At

dairy farm producing milk or cream
for consumption within the city of
Camden and all milk plants whose
milk or cream is intended for con
sumption within the city of Camden.

shall be posted by the health officer
in a conspicuous place upon an inside

shall be filed with the records of the
health department. In addition a
written notice shall be mailed to or
left with the owner or manager in the

Sec. C>. THE TESTING OF MILK
AND MILK PRODUCTS.? During
each" grading period at least four
sampl s of milk or cream from each
'airy farm and each milk plant Khali
hi tested by the health officer. Sam
ples of milk and cream from .stores,
cafes, soda fountains, restaurant i, and
vther place s where milk products are
sold ; hall be tested as often as "che
health officer may require. Said
tests shall include the determination
of the bacterial count made in con
formity with the standard methods
recommended by the American Public
lLalth Association, and may include
such other chemical and physical de
terminations as the health officer
may deem necessary for the* detec
tion of adulteration. Notice of bac
terial counts shall be given to the
producer or distributor concerned as
roon as made, or to any interested
person on request. Samples may be
tj-ken by the health officers at any
time prior to the final delivery of
the milk or milk products. All stores,
cafes, restaurant-, soda fountains and
other similar places shall furnish th
health officer, upon his request, the
name of the milk distributor from
whom their milk is obtained.
Should the market value of any
single sample exceed twenty-five
cents the city of Camden shall pay the
(list ributor the refor.
Sec. 7. THE GRADING OF MILK
AND CREAM. ? At least once in ev
jery six ((5) months the health officer
I shall announce through the pre-s the
| grades of all milk and cream supplies
delivered by all producers of distrib
utors and ultimately consumed in the
city of Camden. Said grades shall
be based upon the following stand
ards: The grading of cream being
identical with the grading of milk
except that the permissib'e bacteriae
hall be multiplied five fold in each
case.
CERTIFIED MILK. ? Certified milk
is milk which conforms with the re
I quirements of the American Associa-1
iion of Medical Milk Commissions,!
and is produced under the supervision
of th Medical* Milk Commission of

ty.
Grade "A" Raw Milk Grade "A"
raw milk is niiik whose average bac
terial count is determined under sec
lien (5 of the ordinance does not ex
ceed 5:1,000 per cubic centimetcr, and
which is produced upon dairy farms]
conforming with all the following
items of sanitation:
COWS: TUBERCULOSIS AND
OTHER DISEASES. (1) A physic
al e xamination and tuberculin test of J
all cow 3 shall be made b fore any
milk therefrom is sold and at least
e/ii.-e every twelve months thereafter
by a veterinarian, approved by the
health officer. A certificate signed
by the veterinarian, and filed with the
j health officer, shall be the oi.ly valid
I evidence of the above test. Every
cli- eased animal shall be removed
from the herd at once and no milk
from diseased cows shall be offered
for sale?. All reacting animals shall
!v isolated at once and immediately
excluded from the premises. All an
imal! failing to pass the tuberculosis

or jaw and removed at once and
slaughtered under the direction of the
health officer. Each letter in the
brand shall be not less than two
inches high and one anel one-half
inches wide. Herds showing reactors
on any test, shall be retesteel within
six months, but not before the1 lapse
of sixtv days,
DAIRY BARNS. (2) Lighting
All dairy barns shall have at lead
three (3) square feet of window
space for each animal.
(3) Air Space. All dairy bams
shall have at least five hundred (500)
cubic feet of nir space per cow.
M) Walls and Ceiling. The walls
'and ceiling of all dairy barns shall
be whitewashed once each year or
painful once every two years or fin
if bed in a manner approved by the
health officer, and shall be kept clean
and in good repair. In case hay or
other food stuffs are stored above the

(5) FLOORS ? Floors and gutters
vf all dairy barns shall be constructed
of concrete or other impervious and
easily cleaned material approved by
the health officer and shall be graded
to .drain properly, and shall be kept
clean and in good repair.
(6) COW YAUD ? All cow yards
shall be graded and drained as well
as practicable, and kept clean
(7) MANURE DISPOSAL ? All '
manure shall be removed and stored !

with all the items of sanitation re
quired for grade "A" milk except (2),
(3), (4), (5) or (6), provided that
cleanliness of the barn and cow yard
shall in no case 'be omitted. Item
(23) shall apply except that the cool
ing temperature shall be changed to
sixty (GO) degress Farenheit. Item
(14) shall apply except that boiling
water shall be substituted for steam.
GRADE MC" RAW MILK? Grade
"C" raw milk is milk the average
bacterial count of which at no time
prior to delivery exceeds 1,000,000
per cubic centimetcr, and which is
produced upon dairy farms conform
ing with all the items of sanitation
required for Grade ''IV raw milk, ex
cept (1 ), (7), (12), (14), (23). (24)
or (25), provided that cleanlluuss
shall in no case be omitted.
GRADE "D" RAW MILK? Grade
"D" raw milk is milk which does not
meet the requirements of Grade "C"
raw milk, and the average bacterial
count of which does not exceed 5,000,

regular announcements of milk grades

In case the applicant's exist
ing low grade is due to excessive bac
terial count, said application must be
supported by at Ua-t two baeteriolog
ical examinations made subsequent
to the end of the previous grading
and indicating that the quality of the
applicants output has improved since

Upon receipt of a satisfactory appli

result of inspection or milk analysis

accordance with the terms of this
Ordinance.
Section 0. TRANSFERRING OR
DIPPING MILK? No milk producer
or distributor shall transfer mill, or
milk products from one container to
another upon the stree t of in any ve
hiclc or store or in any place except
a bottling or milk room especially
used for that purpose, except as may
be specially permitted by the health
officer in the case of milk being de
livered in bulk. The sale of dip milk
ir, hereby expressly prohibited.
It shall bo unlawful for hotels, soda
fountains, restaurants, and similiar
establishments to sell or serve any
whole milk or adjusted milk except
in the original containers in which it
was v received from the producer or
distributor.
Section 10. SPITTING? No per
son shall spit except into a receptacle
provided for the purpose, in any part
of any room, vehicle or other place
used for the sale, storage, handling
or transportation of milk.
Section 11. VEHICLES.? All ve
hides used for the delivery of milk
in the City of Camden shall be so
constructed as to protect the milk
from" the sun and from contamina
tion. Such vehicle shall be kept clean
while used in tranporting milk or
milk products. No substance capable
of contaminating milk or milk pro
ducts shall be transported with milk
or milk products.
Section 12. DENATURED MIS
BRANDED PRODUCTS -The health
officer shall immediately denature
with rennet or some harmless color
ing matter any milk or milk products
found mishrandt d with respect to
trrading or sold without permit.
Section 13. FUTURE DAIRIES
AND MILK PLANTS All dairies
and milk plants for which milk is
supplied to the City of Camden which
are hereafter constructed, shall con
form in their construction to the re
quirements ?f the health officer.
Section I t. PRESCRIBED MILK?
Milk which does not conform with any
one of the grades described in this
ordinance shall not be sold in the
City of Camden.
Section 15. PENALTY- --Any per
son or persons who shall violate any
of the provisions of this ordinance he
or they shall have their permit and
License revoked and shall upon con
viction before the Recorder be pun
ished by a fine of not more than one
hundred ($100.00) Dollars or impris
oned not more than thirty days.
Section 10. REPEAL AND DATE
OF EFFECT All ordinances and
parts of Ordinances in conflict with
this ordinance are hereby repealed;
and this ordinance shall be in full
force and effect immediately upon
I its adoption and publication, as pro
vided bv Law.

AN ORDINANCE
'l'o Regulate the Sale or Production ot
Milk or Milk Product* Within the
Corporate Limits of the City of
Camden.
HE IT ORDAINED by the Mayor
and Aldermen of the City of Camden
in Council assembled and by authority
of the same.
Section 1. That from fiftein days
after the passage of this Ordinance
it shall be unlawful for any person or
persons to sell or offer for sale or
convey in carriages or otherwise for
the purpose of selling any milk or
milk products in the City of Camden
without first obtaining a permit from
the City Hoard of Health and also a
License from the City Clerk and
Treasurer for the same as provided
by the law for carrying on such bus
iness, and annually thcrafter from
the first day of May, procure a per
mit from the City Hoard of Health
and A License from *he City Clerk
and Treasurer so to do.
Section 2. He it further ordained,
That no milk or milk product* shall
be brought, kept, delivered, distribut
ed or offered for sale in said City,
unless such milk or milk products is
derivtd from Tuberculosis free cattle.
Section 3. That the conditions un
der which every cow is kept wIiom'
milk is brought into the City of Cam
den, or kept, delivered, distributed,
sold or offered for sale in such city,
shall be made known to the Secretary
ot the Hoard of Health by the' holder
of the permit in detail as* he' may re
quire, and the same be approv d by

therefrom except by the written con
sent of the Board of Health.
Section X. All vehicles useeV for the
conveyance of mdk for sale or elis
tributed shall be- kept in a saniaary
condition and free from offensive
odors.
Section 0. No milk shall be sold
or offered for sale unless the cows
from which it is derived have within
a year been examined by competent
authority and shown to be free from
disease dangerous to public health.
Section 10. All grocers, bakers,
soft drink dealers or other persons
with in the City of Camden having oi
offering milk or cream for sale- shall
nt all times keep the name of the
dairyman from whom the milk or
cream on sale shall have; been obtain
ed posted in a conspicuous place
wherever said milk or cream may be
exposed or kept for sole.
Section 11. That if any person e>r
persons shall violate any of the* pro
visions e)f this Ordinance he or they
shall have their Permits and License
revoke d and shall upon conviction be
fore' the Recorder be1 punished by a
fine eif ne>t more than one hundred
dollars ($100.0(1) or imprisoned not
more than thirty (30) days.
