AN ORDINANCE
To Raise Supplies tor the City of
.Camden, S. C., for the Year 1927
r Be it ordained by the Mayor and
AldeVmen of the City of Camden, S.
C., and by authority of the same, that
the following taxes be, and the same
are hereby levied, for the current year
from the first of January, 19271 to
the 31st day of December, 1927, both
inclusive. .
SECTION ONE. A tax of thirty
(30) mills on each and every dollar of
real and personal property within the |
corporate limits of the City of Cam
den; S. C., from the first day of Jan
uary 1927. '
SECTION TWO. That all ab'.e
bodied male persons between the ages
of twenty one and sixty vears, resid
ing within the corporate limits of the
City of Camden^ S. C., not exenv.:t
from road duty under the laws of the
State shall workjthe streets, ways and
all pirks and public places under tht
direction of the Street Commissioner
or others as may be- appointed, for
such space of time, not exceeding si#.

at the time of receiving such notice
any person may pay to the said Cit>
of Camden, S. C.,_ three ($3.00) dol
lars, commutation tax, which shall
be received in lieu of the work and
that person refusing to work, as a

SECTION THREE. The tax books

be open in the office of the said City
Clerk and Treasurer Camden, S. C.,
on the first day of September, 1927,
and remain open each day, except Sun
day, from 9 A. M. to 1 P. M. and frc\n?
3 P. M. to 4:30 P. M., until the firsi
day of October, 1927. inclusive.
SECTION FOUR. "That when the
taxes and assessments or any portinn
thereof charged against any property
or party on the duplicate /or the cur
rent fiscal year, shall not be paid on
or before the first day of October,
1927, the City Clerk and Treasurer
shall proceed to add a penalty of one
per cent on the City duplicate, and
the City Clerk and Treasurer shall
collect the same; and if the said taxes
and assessments and penalties are
not paid on or before the 1st day of
November thereafter an additional
penalty of one per cent shall be add
ed by the City -Clerk and Treasurer;
on the said duplicate and collected by
the said City Clerk and Treasurer;
That if said taxes, assessments and
penalties are not paid on or before
the 1st of December, next thereafter,
the City Clerk and Treasurer shall
?issue in the name of the C^fcy of Cam
den, S. C. a warrant or execution in
duplicate against said defaulting tax
payer in the City of Camden, S. C.,
signed by him in his official capacity,
directed to the Chief of Police of the
said City of Camden or some mem
ber of the police force of the City of
Camden, S. C., requiring and command
ing him to levy the same by distress
and sell so much of the defaulting
taxpayer's estate, real or personal or
botn, as may be sufficient to satisfy
the city taxes of said defaulter, and
specifying therein the aggregate a
mount o?f all his or her taxes. The
City Clerje and Treasurer for every
such warrant issued shall have from
such defaulter, one ($1.00) dollar, and
the Chief of Police or other police of
ficer shall collect from such defualter
the following fees in the execution of
his office, to wit: For serving Buch
warrant, one ($1.00) dollar; for ad
vertising sale, twenty-five cents; fox
making sale and executing deed of
conveyance and putting purchaser in
possession, Three ($3.00) dollars; for
all sums levied as aforesaid, five per
cent; and the Chief of Police' is pro
hibited from demanding or collecting
any greater sum therefor than is here
by allowed; neither the chief of police
nor the City Clerk and Treasurer shall
receive fees upon a nulla bona return.
SECTION FIVE. Under and by
virtue of said warrant or execution
the chief of police shall seize and take
exclusive possession of so much of
the defaulting taxpayer's estate, real
or personal, or both as may be ne
cessary to raise the sum of money
named therein, and said charges
thereon; and, after duo advertiuement,
sell the same before the Court House
door in the City of Camden, County
of Kershaw, on a regular sales day,
and within the usual hours for public
sales, for cash, give to| the purchaser
(Upon his complying with tho terms of
the sale) a receipt for the purchase
money* but not make title to the pur
chaser until the expiration of twelve
(12) months from the day of sale,
the property sold be not redeemed as
hereinafter provided, and annex said
receipt to| the duplicate warrant with
tho endorsement thereon of hi;? action
thereunder, and shall, after deduct
ing from the proceeds of sale tho cost
and expenses of said sale, *pay over to
tho City Clerk and Treasurer the
taxes, charges and penalties dufc an<'
incurred by said defaulting taxpayer;
and upon written notice given, or in
formation ascertained from the re
c<t~ds, of any mortgage or other lien
on said nremises so sold for taxed,
shnll hold the excess, if any, until
authorized and directed by proper,
judicial authority as to mode of dis
position, or by written consent of tho
defaulting taxpayer that the said ex
cess be paid over to mortgage or lien
creditor, and according to priority if
more than one, PROVIDED, ?hat th?
owner or grantee or any mortgage
creditor may within twelve months
from date of such sale redeem such
property by paying to the Chief of
Police the taxes, cost, penalties and
expenses of said sale, together with
eight per cent Interest on the whole
amount of the purchase price of said
lend so sold and thereupon >tho Chief
of Police shall pay back and refund
to the said purchaser the amount paid
on his bid, with interest as above
stated, ana the bid by the snid pur
chaser shall be then cancelled and re
as stated, the chief of police shall
make tijle to the purchaser and put
the purchaser in possession of the
property sold and conveyed; PROVID
ED further that in case of threatened
waste or damage to the premise^ vy
the owner or any other party, dtuing
the twelve months, allowed fo* _e

sale shall have the right to apply to
the Court of Common Pleas or a
Judge thereof for injunction against
such v/aste and' for a receiver to take
charge of the property until the end
of twelve months for redemption un
