'i 1 FROM THE COMMISSIONERS Mr. deLoach Tells of Trouble* With The Old Company. The following si >tetnent from the Ci'ium *8ioDer.? of Public Works, in reply to tbe racen l communication of the Camoeo Water, Lcght and C'?o puny, appeared in the Cbrohlcle iast w>" k: To the Editor of The Chronicle: We promised you lust week that we would give tu the citizens of Camden some of the facts in regard to the mat ters pending between John T. Harring ton, w ho acquired by purchasing at the receiver sale of the former Cain den Water, Light & Ice Company, the water mains in the City of Camden which the Commissioners of I'ubllc Works of the City of Camden u greed to purchase. This agreement to purchase was Ilrst based uix>n a contract enter ed In between John T. Harrington and Commissioners for an agreed price, ?rovided the water mains would stand pressure before final acceptance toy the Commissioners of 150 i?ouuds per square inch continuously for a i>eriod of two hours, and as a further test when subjected to stand pipe pressure the lines shall show a total leakage not to exceed forty gallons per hour per mile of pli>e. We proceeded, with -Mir engineers at a time agreed upon to put this lod pounds pressure known as the high pressure test, as required Sy the agreement, but the pipe line en tirely failed to stand this test. We then allowed, as we had agreed to do. the representatives of John T. Har rington to put the pipe line in a con dition to stand another test and the citizens perhaps remember the length of time in which the streets were be ing dug up and this work of repair ing was being carried on. When the representatives of John T. Harrington concluded that the pipe line was ready for another test of 150 pounds pros sure, \vt> put the pressure on the pipe lines lint the test was a pa In a failure, the pipe linos not standing the test of 15(1 pounds. Again the representa tives of John T. Harrington endeavor ed, as they claim, to again put the pipe lines in a condition for the test of 15<> pounds. The people will again remember how patiently we waited up on said parties to do tills repair work, and how patient the town authorities were in allowing excavations to he made In the streets In order that the said parties might do the work requir ed to put the mains In condition for the test. The citizens will also remem ber the length of time In which It took the parties to do this work. Again we gave to the pipe lines the pressure of ! 150 pounds, and while under this last test the pressure remained 150 pounds for the greater part of the time dur ing the test yet the leakage In the streets was great and from some sec tions of the City the water was inur ing out of the said pli>e lines in some thing of a stream. When this last test was being made and just at its com pletion Mr. C. S. Campbell requested nt that time our putting on a stand pipe test to show the leakuge. Our en gineer did not deem this necessary as he calculated that under the standplpe test the leakage would he far in ex cess of the 40 gallons j>er mile per hour as required In the contract under the standplpe test. Our engineer sug gested to the Commissioners that ow ing to the conditions in the City at the time, our contracts with the hotels in the City being made, and owing to the fact that it would take quite a while to repair the said lines and put them In shape for the said standplpe test, or leakage test, that they would ad vise us to ]H>stpone the same until Spring, and he also advised that from the agreed price that we deduct $2,500 for the repairs which It might be ne cessary to put the lines in condition so that they would stand the tests as re quired by the contracts. Sometime af ter this, Mr. John T. Harrington, of the State of Ohio, came before the Commissioners with his attorney and other representatives and insisted upon our settling with them for the pipe lines, or In lieu thereof to Immediate ly give them a standpli* test for leak age, or to turn over to them the pli>e lines which hail been given Into our I possession under a supplemental con tract. Tb!s we refused to do. We were not u'olng to settle with them un til thev had performed their part of the contract. We were to pay them a certain price provided the mains stood a certain test, which they did not stand and we refused to give them that tent at this time as we concluded that we bad been most patient with them, glv li'i' tl "in three tests which the mains ] bad failed to stand, and after the third lest, as we are Informed, they had not I put the mains in a condition to stand I any other test. Mr Harrington, then In bis own right, and as trustee for ' the bondholders of the old Camden Water I.lght & Tee Co., had a notice served n)ion us that hp would apply for n preliminary Injunction to pro vent our using the snld pipe lines or in any way Interfering with them, a lid he also served us with Summons to answer n Complaint which he had filed against us. At the hearing before the Judge he obtained an order re quiring the Commissioners to give to John T. Harrington the stand pipe test for leakage provided in the contract within ten days from the date of the said order on 48 hours notice from John T. Harrington to the said (V>m mlssloners. John T. Harrington gave us 18 hours notice and on Dec. 22nd, 1P11, we, pursuant to the said order of ttie Court, had our engineer present and we under the snld order subjected the mains to the standplpo pressure test for leakage. In connection with this notice which was to be glveti us, I to wit : 48 hours In which to get to gether our working force for cutting off the wnter supply from the citizens the representatives of John T. Harrlng ton gnvo us notice Saturday evening late, and the 18 hours Included Run day, whl<h of course the snld John T. Harrington had a right to do, but which deprived us of n part of the time which we should have lind In or der to Ket ready ; nevertheless the test was n.j.de with result that the lenkage test showed a loss through the mnlns of :i818 gallons during the two hours. It has been estimated that the leakage In the lines as shown by the reports herein, would cost the City In the neighborhood of Five Dol lars per day. You can make your cal culations and see how much we would lose during the twelve months, so you see the Commissioners have been liv ing up to their contract as they see It, nud have been endeavoring to protect the rights of the citizens of the City of Camden. We would like to state here that sometime after we had en tered Into our hrst contract for the i purchase of these said mains, we learn- | ed that the old plant^was In no condi tion to continue to furnish water to the , citizens and certainly was in no condi tion to furnish any pressure If a lire 1 should break out With this In view, I and after a discussion of the mutter | with some of the business men of the City, and taking the same ui> with our engineer, we entered into this second agreement whereby we were to furnish the cltlzeus with water from the muni cipal plant. We are sure the citizens have never realized the condition that the City was in at this time, and we did not care to alarm them, but went to work to remedy, as best we could, the matter, and since taking over the said pipe line we have been furnish ing water to the citizens and also fire pressure. At about the same time we learned that the said old plant was so dismantled or in such physical condi tion that It could not furnish lights to the citizens but a very short while, and as the citizens know they were without lights for a while. We press ed forward our work as rapidly as possible in order to give them lights, and we did this also in order that the old electric lines of the old plant might lie removed from the City, as we un derstood that they had becomo very dangerous. In fact, we have been in- I formed, that one man was killed, get ting the current from one of these lines which had been hanging down In or near a public place. Under these circumstances we were very anxious to have the old lines removed and they were removed. We have endeavored to exercise great patience with these representatives of the old company, but we feel sure that they have never appreciated It, as It seems to us that they have endeavored to give us all the trouble that -It Is possible for them to give us, and It seems to us that they have very little consideration for the Commissioners or for the citizens of Camden. We certainly did not want to deprive them of any of their rights. There Is a time for all things, and as we urged upon them when they de manded this test in December at the time when the hotels were being filled with guesta, and at a time when the Commissioners were desirous of ob taining this business an<^ giving to the hotels and all of the citizens the very best service, we were called upon by Mr. John T. Harrington to give him this test which It does seem to us could have been given two or three months hence without any very great Inconvenience to the citizens, and we do not know and we do not so charge it, but It would seem that when the sahl John T. Harrington demanded of us that we turn back to him our pipe lines stating that could furnlah the citizens with water at almost a mo ments notice, that perhaps the revenue during the winter from the citizens and the large hotels was some induce ment for him to make this demand. Please allow us here to state that we would be delighted to have any of the citizens of Camden to examine Into the work of the Commissioners and we would be glad to have them examine the books of the Commissioners, which our most efficient hookeeper. Mr. John J. Coodale will take pleasure in going over them at any time showing them the cost of construction and all the money expended by the Commissioners, not one cent of which has been spent unnecessarily, and all of which has been spent with the greatest care look ing to economic management We con fidently believe, that with proper eco nomical management that this munici pal plant will not only give to the citizens the best service for water and lights, but will pay a good revenue in to the City Treasury. This of course cannot be expected at once, as we have got to get the plant running. We are always ready and willing to correct any errors that we might make or that might be made, as the plant cer tainly belongs to the citizens and not to the Commissioners, and the Com missioners are merely serving the citi zens. We hope, at an early date, when we get the matter settled in regard to the water mains, and when we get them properly repaired, which repair ing we asked the said John T. Har rington or his representatives to allow us to do ourselves, so that we would be sure that they were repaired, and not merely repaired to stand standplp< pressure temporarily, to get the insur ance rates In the City of Camden re duced. Mr. Watklns, Chief of the Fire Department, has stated to the Com missioners that at a recent fire in the City, that they had plenty of water and a high pressure, and with their flr? equipment thoy readily controlled the said Are.
