The great trouble was the lack of a spirit ol cooperation. A great many Cheraw people were opposed to the "style" ol the affair.. They openly said ^hey were sick and tired of politics and the idea of having as an attraction two "Politicans" to deliver addresses did m>t anneal to the home folks and re. pelled instead of attracting visitors. And then the only other attractions were ?*.- "Carnival" and two base bail games?both of which called for quite an iexpenditure ^>f money ''if anjl thing were seen." "CARNIVALS" The Chronicle wants to commend the city council of Columbia in shutting out 'Carnivals," and at the same time protest again to the city council of Cheraw against allowing "Carnivals" to stop over in Cheraw. The "Carnival," so-called, is a device that is throughly played out. II belongs to the era of booths and shows that used to overrun smal' towns when a circus came along. II is in the class of the shell-games am three-card moute. It is a fake and i superficial dazzle and sucker gambling f.ll of them things which no respectable city or town should tolerate. A "Can ival" is bad for a town-an. tewim- at any time. It is demoralize Its appeal is low. It puts the town it self, for the time being, in the "poker class, and keeps it there in the opiu ion of all who know what such thing.' mean. Lets cut out the "Carnival" here after. It is thought that there was about 2000 j>tople in Cheraw on August. 12 Quite a difference between this am former "Big Days" when 10,000 ant 32,000 came to see us. It's right and proper to "Dig foi Charming Chraw" but there's a diffe rence in inviting friends and strau gers to come and "dig." It seems to The Chronicle that iti up to the people of Cheraw to I>egii right now to plan for a celebratioi that will put Cheraw back in thi position she has heretofore held in tbi estimation of the public?so far a celebrations are concerned. Charle ? ? T?6E \ GERMANY IN RUSSIA , New York Financiers Discount Value of Her Successes \ (From tlie Wall Street Journal.) The failure of the Russians to hold Warsaw or their ordinal lines of defence was foreseen long ago, and accordingly planned for. Financial circles In America were iwsted upota the situation. hence the little effect from the fall of Warsaw in American finance. Tresent advices are that the new Russian munition factories are getting into order very rapidly, and no advantages are exi>ecte<l to accrue to Germany from her advance in Russia. There has l>een some }talk about foreign securities. One of the car man ufueturing companies accepieu a wutrnct from Russia after negotiating for the sale of the notes to he received in payment. But Russian orders on this basis very soon came to a halt as the market for foreign securities is very narrow in the United States. It is the first principle in the military tactics of Germany, as of other countries, that there is no settlement ol the issue until the armies of the enemy , are captured or destroyed. The mere entrance into this or that city means . nothing so long as the opposing armies , are in the field. Until Germauy can destroy the , armies of Russia she cannot carry on any extensive aggressive campaign elsewhere. It is not believed that Germany and Austria could break through I to Constantinople and an attempt to do so might invite the long-promised (union of all the Balkan States with Greece in a defensive war. Bulgaria was formerly bound to assist in the defence of Serbia, and both Bulgaria and Roumania are loyal to Russia as the founder of their modern freedom. It is not believed in financial circles that Germany aud Austria combined could make any headway through the mountains or along the seaeost in an ; effort to invade Italy. If Germany could not break through the French lines when she had 3,200,00C men on the soil of France, and the English attacks on Von Kluck's right wing had been reduced below 40,000 . what basis is there now for belief thai t Germany could make any effective ^ warfare on the western border? Eng land to-day has three million men in I , ^ I lie war area uim hi naming, t Germany's submarine warfare Is t [ failure and the allies are In control ol t the air. The rails for peace come louder anc louder fom Germany, but there la n< ! reason to Iielleve that Germany Is yei In a state where any terms of th< allies would he acceptable. Thes< f terms mean nothing less than, Ger many's disarmament and an indemit.^ to Belgium. Indeed, Germany can get no different t rms to-day than she will get nftei ; many months of fighting. Hence, froir the German point of view, it Is bettei for her to fight on In the hope of gain ing some i>oint of vantage which th< retreat of the Russian armies does nol 'afford. t Bankers in a position to be well In formed on international affairs hav< j no fears concerning Internationa credit or any trouble arising from low 1 exchange rates. All American con tracts are made in terms of dOllan payable on this side. r There is some talk on both sides 01 the water that the remonetlzation o! silver at the present time might be i good thing for England, csiteclally Ir view of the absorption of at?out $400, 000.000 in gold by India In the past few s years. When rumor* were.flaahed over the land again one-day recently that An drew Carnegie wa? aeaa me query uu everybody's lips was: "How much money did he leave?''* Mr. Carnegie himself made the immortal remark that it Is a crime to die rich?being One crime which most ! of us will escape without violent ef1 fort. But how much is Carnegie worth? Since he sold his steel works the income from the bounds he received in payment has amounted to $210,000,000. Hence the Lainl might have tpent $5,000,000 a year to maintain away $140,000,000 and still have all of his original fortune intact. Generous. "Weve won that suit of Thompson's against the railroad company," said the Junior partner, according to The New York World. What shall we charge him?" "Let me see," said the senior partner.
