Water
Is Needed

Water-water-water-It is es
sential to life. In fact, the
human body is 60% or more,
blood plasma is 90%. The hu
man body could not exist very
long without it. Water is so
essential in sanitation; just
plain cleanliness depends so
much on it. Fresh vegetables
are 90% water, milk 87%, fresh
fruit 85%, eggs 74%. It takes
great quanities to furnish
enough for just one person. But
think of the amont needed in
industries, etc.
Actually, I believe our
county can not grow to its
fullest potential unless we get
water into our rural areas.
That is, areas that have suffi
cient homes that will justify a
water line. In fact, our future
greatly depends on it. As I
see it, our wealth is governed
by it.
Last week a few interested
people on highway 221 south, out
the South Harper Ext., Rocky
Springs community, met here
at the Agricultural building,
together with representatives
of the Farmers Home Admini
stration for the purpose of mak
ing a first move in those areas.
John Patterson, of the local
Farm Home Administration of
fice, said that the government
has money available at 5% in
terest to water districts for
rural areas. We certainl) hope
that the people in these areas
will get in behind this effort
and see if we can get something
worked out.
We were told that about ten
houses per mile were needed to
justify a system. So, if any
area in the county is interested
if you w'ill call our office we
will be glad to give you more
details on the subject. As I
said earlier, I don’t believe
our county will progress very
much further unless we do get
in behind the situation and do
everything possible to get
something done about it. Let’s
work together on this.
Deferment
Deadline
Is Given
Colonel Donald H. Collins,
State Director ofSelectiveSer-
vice for South Carolina,
announced today that re
gistrants wishing to drop de
ferments and be reclassified
into Class I-A status to take
advantage of a year-end policy
ann'Xinced last month by the
Selective Service System, have
been given until midnight, Dec
ember 31, 1970, to file for the-
reclassification. Such requests
may be received by local boards
by that date or carry a post
mark dated December 31, 1970,
or earlier.
This announcement came as a
result of instructions issued to
local board personnel by Dr.
Curtis W. Tarr, National
Director of Selective Service.
These instructions alter pre
vious policy which stated that
the application had to be in the
hands of local board personnel
prior to a December meeting of
the local board.
Colonel Collins stated fur
ther that should a young man
hold a number higher than that
reached by his local board--
and No. 195 has been set as the
highest number which any local
board can reach--it is to his
advantage to voluntarily give
up his deferment for a I-A
classification. In these cases,
he will move to a lower draft
priority group on January 1,
1971, with members of the 1970
first priority group with un
reached numbers.
The types of deferments
affected by the decision are
high school and college defer
ments, occupational defer
ments, agricultural defer
ments, paternity and hardship
deferments. The I-Y classi
fication, unacceptable for
military service except in
national emergency, is not
affected by this new policy.
Men classified I-Y are not
able to voluntarily drop this
classification.
The new policy was issued
because local boards through
out the country will schedule
their last meetings of the year
at different times. By defining
a specific cutoff date, the new
policy allows all registrants
an equal amount of time to
take advantage of the reclassi
fication offer.
