C., Oct. 29, 1970 Legal Notice NOTICE OF ELECTION OF SOUTH STATE CAROLINA, County of Laurens Notice is hereby given that the General Election for State and County will be held at the voting precincts fixed by law in County aforesaid on Tueeday, November 3, 1970, said day being Tuesday folkwring the first Monday, as prescribed by the State Con stitution. Before the hour fixed for opening the polls Managers and Clerks must take and subscribe to tiie constitutional oath. The Managers elect their Chairman and Clerk. The polls shall be opened at such voting places as shall be designated at 8 o’clock in the forenoon, and close at 7 o’clock in tiie afternoon of the day of election, and shall be held open during these hours without intermission or adjournment; and the Managers shall see that each person offering to vote takes the oath that he is qualified to vote at this election, according to the Constitution of this State, and that he has not voted during this election. The Managers have the power to fill a vacancy, and if none of the Managers attend, the citizens can appoint from among the qualified voters, the Managers, who, after being duly sworn, can conduct the election. At the close of the election the Managers and Clerks must proceed publicly to open the ballot box and count the ballots therein, and continue without adjournment until the same is completed, and make a statement of the results for each office and sign the same. Thereafter the Chairman of the Managers, or someone designated by the Board, must deliver to the Commissioners of Election the poll list, the box containing the ballots and written statements of the results of the election. At the said election qualified electors will vote upon the adoption or rejection of amendments to the Con stitution, as provided in the following JOINT RESOLUTIONS: Statewide Constitutional Amendments Article By Article No. 1 Shall the Constitution of this State be amended by tran sposing Sections 3,1,7,11 and 28 of Article I to Article m as Section 1A, to Article X as Sections 3A and 3B, to Article XVU as Section IB and to Ar ticle XIV as Section 4. respectively; by transposing all of the provisions of Article I, Section 17 except the first paragraph to Article XIV as Section 5 and by substituting a new Article I, which new Article I shaU provide for poUtical power in people; religious punishi habeas corpus; imprisonment od bear arm for debt; keep and bear arms; martial law; administrative and provisions of Ion mandatory? No. 2 Shall the Constitution of this State be amended by tran sposing Sections 2 and 13 of Article H to Article XVII, by transposing the provisions of Section 9 of Article I to Article n and by substituting a new Ar ticle n, which new article shaU provide for elections by secret ballots; right of suffrage to be worship; freedom of speech; anl petition; lunities; due assembly and privileges and immi process; protection of laws; attainder ex post facto law; elections free and open; residence; suspension of laws; separation of powers; courts; speedy remedy; searches and seizures; presentment of grand jury; double jeopardy and witnessing against himself; right of si protected by law; free exercise of suffrage; definition of an elector; definition of a municipal elector; literacy tests; disqualifications of voters; registration of voters and appeals for those denied; election procedures to be enacted by law; protection of electors from arrest and qualification for office? No. 3 Shall Article IX of the Con stitution of this State, relating to corporations, be amended so as provide for corporations in cluding appropriate regulations for common carriers and public utilities? No. 4 Shall Article XII of the Constitution of this State, relating to charitable and penal institutions, be amendea by deleting all current provisions and substituting in lieu thereof general provisions for the functions of government as to health, welfare, safety, natural resources and penal institutions with a provision for separate confinement of juveniles under the age of seventeen? No. 5 Shall Article XV of the Constitution of this State, relating to impeachment, be amended so as to further specify officials subject to f overaments and to provide for inancial support for im plementing the recom mendations of such govern ments? No. 4 Shall Section 4 of Article X of the Constitution of this State be amended so as to allow the General Assembly to provide homestead tax exemptions? No. 5 Shall Section 11 of Article XI of the Constitution of this State be amended so as to exempt funds collected by the State under laws concerning un the acquisition of the rights by including the any lawful means, I power of eminent domain, and the disposition of the rights?
