The South Carolina Highway
I Departr special investi
gating team approach to re
search into highway collisions
was given southwide recogni-
, 4 tion this week.
C. W. Dorman, the Depart-
v, ment's traffic safety coordina
tor, made a 30-minute pre
sentation Thursday (August 20)
about the teams at the Region
III meeting of the National
Highway Safety Bureau in Mont
gomery, Alabama.
South Carolina is the only
state in the region so far to
have the special investigating
team, which will soon be re
quired under the National High
way Safety Act.
Starting in May 1969, detailed
investigations were made of
about 200, or 35 per cent, of tlie
fatal collisions in the state last
year.
This year, every fatal acci
dent is being investigated by
the tea ms--at least one team in
•ach county, consisting of a
Highway Patrolman, an en
gineer and an automotive
*pecialist--to seek out the
causes of accidents on the
state's highways.
About 400 such investiga
tions ha*e been completed so
far this year.
Aside from the long-range
^ research benefits, the special
investigations have resulted in
numerous specific improve
ments in the areas of law en
forcement, motor vehicle re-
rgulatlon, highway construction
and highway maintenance, and
are considered to have played
an Important role in the High
way Department’s many-facet
ed accident prevention pro
grams.
A downward trend in fatali
ties has been in evidence for
several months, after an up
ward climb during the first
several months of the year.
Significantly, according to a
Highway Department spokes
man, the number of fatal ac
cidents is down by nine this
year--501 fatal accidents
through last Monday, compared
to 510 fatal accidents through
August 17 last year. On that day,
also, the fatality count nar
rowed to the smallest margin
this year, 613 this year com
pared with 611 on the same day
last year.
However, at midweek, re
ports on “delayed deaths'—
persons who died sometimes
even days or weeks after an
accident—began to push the
figure back up.
On Thursday, the 1970 count
to date showed 622 fatalities
compared to 614 for 1969
through that date.
“That makes us about one
per cent ahead of last year at
this time, but travel is up
eight per cent this year over
1969. And the reduction in the
number of fatal accidents—as
distinguished from fatalities—
Is encouraging; our greatest
gain in saving lives is in bring
ing this total down.’
He saidSouth Carolina’s pre
sent death rate per 100 million
miles of highway travel is now
an estimated 5.3, which places
the state 13th from the bottom
among all the states. This com
pares with being 50th in rank
ing two years ago.
“However, this progress
does not in any way lessen
out concern over highway
totalities, nor can it be per
mitted in any way to lessen
oar efforts for highway safety,’
the spokesman said for the
Department, which is charged
