HERBERT SPAUGH The institution of Christian marriage can succeed and be a happy and satisfying exper ience. I know this from personal e3>erience. On April 21st, 1970, Mrs. Spa ugh and I celebrated our Fiftieth Wedding Anniver sary. For us it was truly a Golden Jubilee. A reception in honor of the event was ar ranged by our three children, all of whom were present for the occasion. Of course, I was fortunate in the choice of my wife who has been my companioq and helpmate even in the prepara tion of this column over the years. Whatever success I may have had has been our success because we were partners to gether under God. Over the years we have done many things together. She is an avid reader, marking and clipping from newspapers and magazines i- tems which may be useful in this column. Although largely con fined to a wheelchair, for pur poses of safety, she travels with me wherever I go filling speaking engagements. If you call me on the telephone, you’ll get Mrs. Spaugh. Back in the 1930’s I had an e- motional breakdown. At that time psychiatry was in its in fancy. My doctors gathered around me and made this pro nouncement, “you’re going to have to learn to practice what you preach, or you are through". Since that time I have been trying to do that. I have counseled with hun dreds of couples in domestic difficulty. I’ve written hundreds of articles on marriage and the home. I have tried to practice in my home what I advise for other people in their home. And let me tell you --it works. I ought to know. I have just done it. Long ago we learned that we didn’t marry to reform one a- nother but to enjoy one ano ther. Things about which we dis agreed, and tnere were some, we simply left alone. There were plenty of other things upon which we did agree and that oc cupied us fully. Long ago we learned that the philosophy “what’s in it for me” is utterly false andutterly fruit less. We have been interested in the welfare of each other and of our children. Most of all we have been interested in what God’s plan was for our lives. The proposed improvement will include construction of a bituminous surface course, not less than 20’wide, with ade quate shoulders to provide a two lane facility. Any interested citizen may request that a public hearing be held with respect to the social and economic effects of this im provement. Also, an in crease of not more than $2.00 is proposed for service con nection charges. Under the pro posed schedule the customer would no longer be required to quarantee a minimum amount of revenue for a semi-public telephone, but would be charged a monthly rate based nn the size of the telephone exchange but not in excess J $5.50 for such service, and the Company will no longer pay commissions on revenues collected from semi public telephones. Increases are proposed for certain Pri vate Branch Exchange switch- boards and equipment items and for Centrex services. Ad ditional listings for business customers would also be in creased. In addition to the in creases in the basic rate sche dules, the exchanges of Wil- liamston, Honea Path, and Bath are being placed in higher rate groups as a result of growth in these towns. The proposed new sche dules would reduce certain zone charges in Columbia, Charles ton, Greenville, Spartanburg, Anderson, Bath, Newberry and Batesburg. Installation charges for color sets would be reduced. The new schedules include a re duction for special sets fur nished to customers with im paired hearing and speech. No change is being proposed in the initial period rates, overtime rates, or mileage brackets for interstate message toll tele phone service. However, the hours during which certain rates apply are being changed, these changes would result in a reduction of total revenues on this service. The Telephone Company proposes to change the method for measuring extension line mileage from route mile age to air line mileage, which, in most instances, would result in a mileage reduction; the charge per quarter mile would be increased. Charges for pro gram channels for wired music would be changed. This would result m minor changes in charges to wired music custo mers, with the majority of such customers receiving rate de creases. A public hearing concerning these proposed new schedules will be hied in the Commis sion’s office, 704 Owen Build ing, 1321 Lady Street, Colum bia, South Carolina, on Wednes day, May 27, 1970 at 10:30a.m., at which time all interested per sons will lie given an opportuni ty to be heard.
