City’s sick leave policy and va
cation policy. No man should be
shown on any payroll on any day-
tor any number of hours unless
he has worked those hours as
shown.’
(4) “The master sick leave re
cords for all employees of the
City should be brought up to date
and kept up to date each week
and month.
(5) “All purchases by the City
should, beginning at once, be
signed by the department head
on approved City purchase order
forms. Council should inform the
Treasurer and Mayor to pay no
bills unless purchase orders
were issued and signed by the
department head or acting de
partment head in his absence.
(6) “Any purchase or labor con
tract for any department that is
not included in the budget (and
being within the budget limits)
should be approved by City Coun
cil in advance.’
(7) “No purchase of any size
should be charged to the Con
tingent Fund of the budget unless
approved before purchase by City
Council."
(8) Several bills to insurance
companies for out-of-the-city
fire calls and for utility damages
which have not been paid should
be checked out by the Treasurer
at once. In such cases where
prompt payment cannot be ob
tained, Council should at once
reject all fire call riders from
such insurance companies."
(9) "Council, a couple of years
ago, approved a Trailer Or
dinance which was copied from
the South Carolina Health Depart
ment Ordinance. This ordmance
set up distances to be used from
property lines, from trailer to
trailer, and from any trailer to
any building. Several trailer lot
owners had to spend quite a few
dollars to move their trailers
to meet this requirement. Sev
eral owners of these lots have
informed me that this ordinance
has not been carried out in the
past year. Since no trailer could
secure sewer, electricity, or wa
ter until an approved form was
issued to the clerk, Council
should at once investigate this and
continue this ordinance or re
move it from the City books.”
(10) “In order to control over
time in the Utility Department,
it appears that no work order to
any employee should be given at
night or on weekends until the
Superintendent of Utility (or the
Assistant Superintendent in cases
where the Superintendent cannot
be reached) issues the order on
his approval. If this is the will
of Council, then I will also ask
that the Mayor be advised at once
on all such orders, and in the
event the Mayor cannot be reach
ed, this information be called to
the Chairman of the UtilityCom-
mittee.”
(II) “Two and one-half years
ago Council, at its meeting, ap
proved a proposal from the South
Carolina Highway Department
whereas the Highway Department
would give the City the neces
sary red lights to use to pro
vide a double red light at every
control light location in our city.
This was to be done by Jan. 1,
1969. No such work has been done,
and any information on this should
be acted on tonight. Also, the
Clinton Chronicle, about six
months ago, gave a report from
the City that the approved South
Carolina Highway Department
drawings for the control lights
at the Broad Street and East
Carolina Avenue location had
been received. This should be
brought up to date and the pub
lic informed as to the stature
of this much-needed project."
Council also approved a mo
tion that Utility Department em
ployees are to go on a 40-hour
per week basis effective March
5 with one electrician and one
water maintenance man to work
on Saturday morning and to be on
weekend stand-by for that week.
This does not include Filter Plant
operators.
In another action at the over
five-hour meeting, Council a-
dopted a resolution approving the
Clinton Housing Authority’s ap
plication for a loan for low-rent
housing.

71 and designated these honorary
degree recipients:
The Rev. Robert A. Dobbins,
minister of Chester’s Purity
Presbyterian Church, and the
Rev. James V. Johnson, Jr.,
minister of Atlanta’s Druid Hills
Presbyterian Church, both to re
ceive doctor of divinity degrees;
Powell A. Fraser, PC alumnus
now serving as president of King
College, doctor of humanities;
and Bluford B. Hestir Jr., of
Atlanta, executive secretary of
Television, Radio and Audio-Vi
suals (TRAV) of the Presbyter
ian Church US, doctor of lit
erature.
The trustees assembled at
Presbyterian College early Mon
day evening to meet in commit
tees for detailed consideration of
the college program. The board
met for its general session Tues
day under Chairman Eugene T.
Wilson of Atlanta, heard reports
from President Marc C. Weer-
sing and the various committees
and transacted the regular busi
ness of this main fiscal meeting
of the year.
In adopting the 1970-71 budget,
the board designated $934,500
for instructional expense,
$341,000 for administrative and
general expenses, $184,000 for
operation and maintenance, $181,-
000 for student aid, $913,410 for
auxiliary enterprises such as
room and board, and $148,815 for
contingencies and depreciation.
The budget allows for salary in
creases of six to eight percent.

Shady Grove Home Extension
Homemakers met Tuesday after
noon, March 2 at 5 p.m. at the
club house. A very informative
demonstration was given and the
committee on Family Life had a
very interesting discussion and
goals for the year. Suggestions
were made as to methods to use
to reduce tension and members
were urged to visit nursing homes
and shut-ins. After the meeting
members visited Shady Grove
Antique Shop.

Hubert Graydon of Laurens
was elected chairman of the Lau
rens County Democratic Party
Monday morning at the county
convention in Laurens.
Graydon, who operates a real
estate business in Laurens, suc
ceeds Allen D. Coleman who is
seeking re-election as Laurens
County Treasurer. Mrs. Claude
P. (Ann) Cook of Laurens was
elected vice chairman.
Richard T. Tounsend, a Lau
rens attorney, was elected state
executive committeemen and
Mrs. R. B. (Betty) Satterfield was
re-elected secretary.

would not seek re-election to the
state office. She said she will
devote her efforts toward the

In Pistol Slaying
Of Clinton Man
A 21-year-old man of Rt 1,
Cross Hill, has been charged
with murder in the pistol slaying
early Sunday of a 20-year-old
Clinton man 10 miles South of
Clinton in the Milton communitv.

son said James Arthur Carter of
