Back Pollution Bill

David Taylor will support a
Senate-passed bill to revamp the
S. C. Pollution Control Authority
(PCA) when it is introduced in
the House.
The bill passed by the Senate
last week would alter mem
bership on the PCA, Also, under
the bill, political sut>divisions
could be barred from issuing
building permits when the politi
cal entity has been ordered to
correct a pollution problem.
The bill, however, falls short
of the recommendation of Gov.
Robert Mc>(air. In his State of
the State adoress, the governor
proposed that the PCA be shift
ed from the State Health Depart
ment to the Water Resources
Commission. Such a new agency
would be named the Department
of Water Resources and Environ
mental Control.
"I have not had a chance to
study the details of this bill since
it is in the House Ways and Means
Committee, however I am in
clined to support the PCA bill,
Rep. Culbertson said.

On Remodeling Home

Now that spring is coming,
many of us are thinking of re
modeling our homes or of re
decorating a room. Consequent-

that painting is one of the cheap
est ways to change the appearance
of a room.
TYPES OF PAINT: There are
two types of paint: one thinned
with water (latex), the other thin
ned with solvents (oil, alkyd, lac
quer, and varnish).
The oil base or alkyd paints
have exceUent adhesion proper
ties and are particularly good for
woodwork (baseboards, doors,
windows) because you can wash
them if they get dirty. However,
overnight drying time is required
and clean-up requires turpentine
or mineral spirits. With latex-
water paints, soap and water does
the clean-up trick. The latex
paints have a milder odor than
alkyds, are easy to apply, and
dry very quickly. Both types of
paint can be applied with brush,
roller, or spray.
CHOOSING A GLOSS: There
are also three types of paint
shine ranges: flat, semi-gloss,
and hi-gloss. Flat paints have
no shine and are generally used
on walls. Semi-gloss paints are
semi-shiny and are good for kit
chens and bathrooms where it is
important to be able to wash the
walls. Gloss or hi-gloss paint
produces a bright, shiny sur
face. Gloss enamels, another
name of hi-gloss, provide the best
results on floors, appliances, and
woodwork. These same enamels
are also finding their way onto
walls as well. There very slick
and smooth appearance re
sembles the mirror, chrome, and
plastics that are popular in to
day’s homes.

ture. In the case of refinishing,
it’s necessary to remove old wax,
polish, grease, and dirt with a
special solvent (available at paint
stores) before sanding and paint
ing. In both cases after the sur
face is clean, sand it smooth with
fine sandpaper, brush on enamel
undercoat, then finish the job with
one or two coats of enamel.
TIPS: Room should be well ven
tilated when painting.
Clean brushes and rollers im
mediately after use.
Rince and comb the bristles of
brushes into shape. Let dry and
wrap them in heavy paper.
If you use a ladder, be sure
rungs are secure.
Paint radiators and pipes with
latex, aluminum, or heat-resist
ant paint. It adds color and eli
minates corrosion and rust.
Use spray paints in aerosol
cans for small wicker items.
Rent spray gun for larger ob
jects.
Never throw empty aerosol
cans into trash fire. They can
explode.

pastor, Rev. M. Floyd Hellams,
presents opportunities for the
youth to lead in the services
and to occupy certain official
positions in the church during
this special week.
Robert Meadors will serve as
Youth Pastor and Darrell Pace
as assistant Youth Pastor.
Various youth activities are
planned for the week.
