Apprenticeship is the ‘blue-
collar’ worker’s college - but
instead of paying out tuition, the
apprentice is paid while he
learns. In a city with employment
opportunities and wage scales
comparable to those in Milwau
kee, a high-school graduate en
tering an apprenticeship in the
building and construction trades
could count on earning $28,260
