Negro and white, had their
life’s work destroyed. Thou
sands more were out of work.
Food and shelter had to he
provided for many.
MASSAKRKSTS
The principal techniques au
thorized were mass arrests and
an earlv curfew. Despite over
n.000 arrests. looting occurred
on a massive scale. Violence
was not contained, hut spread
to outlying areas. At one point,
police were forced to withdraw
from a stricken area and leave
the territory to the looters and
arsonists because there were
the tut'ire. TV and new qier
reports showed clearly that the
atmosphere of the rioting, was
that ot a e irniv d—a grim car
nival with a background of
llaracs and broken glass. Al-
erirnin ds in the
aistituted only a
small part of the population,
the looting and burning was ap
parently condoned by many
others. The person who is
scarred hv the collapse of au
thority w dl have dillieulty re
turning to the innei restraints
needed by the good citizen.
The technique of “gradual
escalation” in riot control is
manifestly inadequate to pro
tect the public safety. It is as
inadequate in Washington or
any of the other riot-torn cities
as it is in Vietnam.
Mere arrest is not a credible
deterrent to oriminals accus
tomed to the present attitudes
of our courts. Authorities must
move quickly to put down vio
lence at the outset, using all
the power required I^aw en
forcement officers must have
the authority to shoot, if neces
sary, to protect lile and prop
erty. Unless our leaders di-play
more firmness, the Dots will
escalate both in numbers and
intensity.
