farm* regarding the penalty
due and the lien on the crop.

ties due will be collected at
the time cotton is first offered
for sale in much the same
way that the penalties now

Where a producer requests
the disbursement of a cotton
price-support loan at a county
office other than the office
which maintains the program
records for the farm on which
the cotton was produced, he
wHl be required to present a
statement from the county of
fice which has his farm rec
ord showing that (1) the pro
ducer and his cotton are eli
gible for a price-support loan,
(2) that the producer’s name
does not appear on the county
office record as owing money
to the Government, and (3)
that the producer does not
owe an installment on a farm
The new method will be-
