after the Cuban crisis, when
asked to compare his foreign
policy with that of the Soviets,
he stated: “We aspire toward

new society of socialism and
communism. On the question of
war and peace, peaceful coexist
ence, disarmament, liquidation
of colonialism, the German ques
tion, and other problems which
trouble the world today, our
points of view are either identi
cal with or dose to one an
other.*

In addition, loan funds may be
used to obtain plans and pay fees
for legal, engineering, and other
technical services.

on water development and soil
conservation loans, according to
Thomason, except that the rate
of loan funds for approved for
