All through the Gospel stories of Matthew, Mark, Luke, and John we find people seeking Jesus. We find shepherds, wise men, and others seeking Jesus. We find men and women from various walks of life—the troubled, the hungry, the ill, the lame, and the blind—seeking Him. We read of religious leaders and Roman sol diers seeking Him. Whether they sought to be blessed, comforted, advised, fed, heal ed, forgiven, or to crucify Him, they found Him—found Him gentle, helpful, forgiving. We know in our minds and feel in our hearts that the same is true of Jesus today and tomorrow—forever. He is ever available! But we should ask ourselves, “Whom do we seek?” If we are sincere in our desire to seek that which Is honest and true, and the highest, the answer clearly comes, “We seek Jesus.” PRATER Our heavenly Father, make of us better persons, more eager to proclaim the gospel, more willing to give faithful Christian service in our thoughts, our words, our deeds. Help us to be worthy followers of Christ, who taught His disciples to pray, “Our Father who art la heaven . . . COMMENTS ON 4 MEN AND THINGS On the national scene the prac tice has all the earmarks of a fraud. Shipments of surpluscom- modities, costing the government millions and millions, are being paid for in foreign currency and deposited in foreign banks to the credit of our government. It is money of the nation. ' By some hook or crook Con gressmen traveling abroad may draw on these funds. No appro priation, no warrant The Constitution of the United States, in Article 1 says that titohey may lie drawn from the Treasury only by appropriations by Congress and warrants drawn on the Treasury. How can the Treasurer of the United States condone this fraud? Such practices. Here we have occasionally a Congressman going abroad to see what be comes of the billions of dollars we throw away ever year, just ladling out tax money to any country, or people, willy-nilly. We on this side squeezed by ex orbitant taxes to promote and sustain any and every fanciful notion of some group somewhere that confuses a brain storm with thinking, while billions are thrown about, as we meddle in any and every remote country, as well as rich countries now having more gold than we have. I wonder what has become of our common horse-sense. Why7 not let the moon alone and the foreigners and attend to our vital interests here at home. Just to refresh your memory and to inform the Congress let us quote the Constitution, Article 1, Section 9, paragraph 7: “No money shaH be drawn from the Treasury but in consequence of appropriations made by law; and a regular statement and account of the receipts and expenditures of all public funds shall be pub lished from time to time.” Now then: Did you ever read about our balances in foreign countries? Do you know of any lawful right a member of Con gress has to draw on such funds? Do you know of any lawful right this nation has to maintain such funds in foreign countries? • * • The nice distinctions of pro priety and honor are being cast aside; the old doctrine of “gim me” now rules. Nobody raises the question! Not even the Comptroller of the United States or the Treasurer of the United States. How can our national account ing office “keep books” in this infantile manner? I wonder!! >. * » ' • Of all the fanciful, fhntistic and fabulous foolishness of our Na tional Government Foreign Aid is the most astonishing, ridicu lous and indefensible. We are dabbling in affairs all over the world, overlooking matters con cerning our own people and their children and childrens’ children. We must learn that eminence in the military art does not pre suppose the incalculable genius in finance. Nor does mere political popularity Insure soundness of administrative ability. Now how’s this: “President Kennedy, in agree ing with the Poet Milton In a foreign aid message to Oangress said: ’Peace hath her victories. No less renowned that war,’ add ed: ’And no peacetime victory in history has been as far-reaching in its impact, nor served the cause of freedom so well as the victories scored in the last 17 years by this nation’s mutual de fense and assistance programs.’ Weil, let’s see — and before Congress votes that bargain- basement figure of only $4-5 bil lion. The survey that follows, compiled by Brig. Gen. Bonner Fellers, national chairman of the Citizens Foriegn Aid Committee (to aid American taxpayers), forms another message that ev ery Congressman and Senator should read, we quote: ‘Western Europe has prospered with Marshall Plain aid. But af ter 17 years and $41 billion in U. S. aid, Western Europe meets only a fraction of its defense ob ligations; except for commercial loans, its aid to less developed countries is negligible. ‘Argentina ($640 million aid) under indirect military domina tion, suffers from inflation chaos. ‘Brazil ($1.9 billion aid), is on the brink of Communism. ‘Cuba ($ii2 million aid) once enjoyed immense sugar subsidy, has stolen $1 billion in U. S. private investments; her Red Satellite status is now guaran teed. ‘Haiti ($100 million aid) writhes under a murderous ty- ranny. . ‘Indonesia ($670 million aid) her economy wrecked, is an arm ed dictatorship bent on conquest. ‘India ($3.9 billion aid) prob ably Faces Red Chinese attack."' ‘Iran ($1.3 billion aid) is a monarchy without a parliament. ‘Laos ($400 million aid) may soon fall to Communists. ‘Poland ($522 million aid) is Communist with a 11 freedom gone. ‘South Korea ($5.4 billion aid) is ruled by its third military junta. ‘South Vietnam ($2.4 billion aid), ruled by a puppet director, propped by the U. S., is racked by a red guerilla war. ’Turkey ($3.6 billkm aid), is politically unstable and is eco nomically weaker than before aid began. ‘Venezuela ($274 million, aid), despite prodigious oil wealth, is a major target of the Russo-Cu- ban fifth column. ‘Yugoslavia ($2.4 billion aid), is Communist with all freedom gone,. General Fellers notes that these items add up to $65 billion and that the glowing reports to Con gress and the dismal facts were never in sharper contrast. Na tional self-respect, fully as much as budget balancing, demands healthy cuts in foreign aid. (Aik en Standard and Review). Says my friend, Samuel E. The answer to that question is that it is being undermined from within. For decades, the liberal intelligentsia has scoffed at the idea that there is an in ternal menace. Even those who admit a communist menace usu ally refuse to recognize that there are persons who may be accur ately characterized as para- communists. A para-communist is one who is not a member of the Communist Party and who is not a conscious fellow-traveler but who, nevertheless, pursues aims parallel to the communist line. The para-communists have our great country 1ft a state of tur moil this summer. They are try ing to turn a Savannah, Ga., and a Newark, N. J., for ex ample, into the equivalent of St. Petersburg; Russia, in 1917. They are organizing street disorders that are nothing short of revolu tionary. In, the Congress and Ex ecutive Branch, their allies are attempting to destroy the right of private property and its free use. What is being done by the para-communist is the fanning of hatred and the spawning of viol ence. What started out in early summer as a movement of so- called non-violence has become a movement of marauders. Dem onstrators have used guns as well as placards. They have not only held up insulting signs and blocked passage to stores, the aters and Restaurants but have used bdflUy force to break their way into places where they are unwelcome. What difference, one may ask, is there between the communist riot* in Italy In 1948 and 1949 and the riots staged in Savannah and Cambridge, Md.? The goal of both communist and para- communist rioters is intimidation of legally constituted authority and terrorization of private citi zens and peaceful communities. There is no significant difference between the Hitler youth who threw bricks at the windows of Jekrish-owned shops in the 1930s and the CORE youth who ram page through the business sec tions of communities north and south. The leaders of the movement of violence and intimidation only refer to their power drive as a “Negro revolution.” Undoubted ly, they do not speak for great numbers of responsihie, law- abiding Negro citizens who are shocked at what a power clique in their group is doing and who are themselves intimidated into silence. / But the country as a whole cannot be silent or inactive in the face of the para-communist drive to turn this nation into a land of chaos where street mobs call the tune. This must remain a land of law and order. That is the first and chief national imperative. The Constitution, after all, was written and approved in order to promote “domestic tranquil ity.” The American people have a right to domestic tranquility, if it requires the incarceration of every law-breaker, street hood lum, and conflict manager in the land. The choice in America is anarchy or law. The voice of the American people must be raised to support tbs sternest necessary measures to halt the hoodlum revolution in these United States. Patroits—in any part of this country—cannot sit apathetically by and watch our Constitution destroyed by mob action. Con gressman Wm. Jennings Bryan Dorn (D-SC) stated the situation quite well in his testimony before the House Judiciary Subcommit tee on the administration’s civil rights bill: , “We are acting under duress. We have been threatened and we are acquiescing and bowing to that threat. Lawlessness is be ing rewarded. A new technique in the United States is emerging for the passage and consideration of legislation . . . When legisla tion is considered by the Con gress as a result of highly organi zed, well-financed and violent demonstrations, then we are on the road to anarchy.
