County Farmers To Vote in Referendum On Cotton Dec. 12 Just what a “yes” or a “no” vote will mean in the December 12 referendum on cotton market ing quotas was explained today by Hugh B. Workman, chairman of the Laurens County Stabiliza tion tee. and Conservation Commit- All farmers having cotton acre, age allotments, landlords, ten ants, croppers, and those farms in the Soil Bank program having cotton allotments are eligible to vote “If at least two-thirds of the growers who vote in the referen dum approve of quotas,” he de clared, “then the quotas will be in effect for the 1962 cotton crop, marketing penalties will apply to any 'excess’ cotton produced on a farm, and price support to farmers who comply with their | farm acreage allotments will be i available at the full effective level, and this support will be set • at up to 90% of parity. ‘On the other hand, if more than one-third of the growers who vote oppose the quotas, then there will be no quotas and no penalties applicable to the 1962 cotton crop, and price support to farmers who comply with their farm acreage allotments will be available at 50% of parity, as di- | reeled by law "Allotments are not affected by I the outcome of balioting. They will remain in effect—whether or not quotas are approved—as a means of determining eligibility for the available price support.” Mr Workman pointed out that, while the Secretary of Agricul ture is directed by law to pro- | claim quotas for the next crop when the cotton supply exceeds normal, it is the growers them selves who decide whether or not quotas shall be used. Allotments for individual farms were mailed by the ASCS office to growers on December 1. The voting in Laurens County will take place Tuesday, Decem ber 12, 1961, between the hours of 8:00 A. M. and 6:00 P. M. at the following places: Town Hall, Cross Hill; Scurry’s Store, Ht. 1, Cross Hill; Aber crombie - Owings Store, Gray Court; Milton Woods Store, Greenpond; Bryson - Stoddard Store, Owings; Wells Thompson Store, Fountain Inn; Hubert Pitts Store, Clinton; Herman Hender son Store, Rt. 3, Clinton; G. The provision for releasing and reappointing ^cotton acreage al lotments will be in effect again in 1962 Mrs. Brewington Laurens—Mrs. Bessie "suna- way Brewinjtton, 81, of 4 Beattie St., died/parly Friday in the Laurens County hospital after an illness of four days. She was a native of Laurtns County, the daughter of the l.tte Elijah and Margaret Brewington Dunaway. She was a member of Grace Covenant Presbyteria n Church. Surviving are four sons, W. F Brewington of Bath; P. B., J. W., and R. W. Brewington, all of Laurens; two daughters, Mrs. Carl A. Gwinn and Mrs. W. E. Landrum, both of Laurens; three sisters, Mrs. Minnie Brewington of Spartanburg; Mrs. Nora Lynch and Mrs. Florence Law- son, both of Laurens; also four grandchildren and three great, grandchildren. Funeral services were conduct ed Saturday at Grace Covenant Presbyterian Church at 3:00 p. m. by Rev. C. L. Letson and Rev. Alvin S. Boone. Burial was in Rose Hill cemetery. With quotas in effect, cooperating farmers will be guar anteed a level of support within the range of 65 fo 90 percent of parity. This support this year is based on 82 percent of parity. Non-cooperating producers would be subject to a pen alty on excess cotton at the rate of 50 percent of the June 15 parity. If quotas are voted off, the support to cooperating grow ers would be at only 50 percent of parity and there would be no penalty for overplanting. This year, farmers of Laurens County released 1,800 acres of allotment more than the Committee had requests for. The provision for the release and reapportionment of allotments will be in the 1962 program. Therefore, M. S.
