AN ORDINANCE
AN ORDINANCE TO LEVY
ANNUAL TAXES UPON THE
TAXABLE PROPERTY WITH
IN THE CITY OF CLINTON,
SOUTH CAROLINA, FOR THE
YEAR 1961 FOR THE PUR
POSE OF MEETING CURRENT
FISCAL EXPENSES AND TO
PROVIDE FOR THE PAY
MENT OF BONDS AND INTER-!
EST ON OUTSTANDING'
BONDS OF THE CITY OF CLIN-|
TON AND TO PROVIDE SINK
ING FUNDS FOR THE RE
TIREMENT THEREOF.

CITY COUNCIL OF THE CITY
OF CLINTON, SOUTH CARO
LINA, IN COUNCIL ASSEM
BLED:
Section 1. That a tax levy of
twenty-seven (27) mills on every
dollars worth of property, real
and personal, not exempt by law
Irom taxation, within the corpor-|
ate limits of the City of Clinton, f
be and the same is hereby levied
for current expenses and to de
fray public expenses of the City
of Clinton for the current fiscal
year beginning on January 1st,
1961, and ending on December
31st, 1961, and to meet current
indebtedness contracted by the
said City of Clinton for general |
corporate purposes.
Section 2. That over and above
and in addition to the levy of
twenty-seven (27) mills as herein
above provided in Section 1 of
this Ordinance, a levy of twenty-
six (26) mills be and the same is
hereby levied on every dollar's
worth of property, real and per
sonal, not exempt by law from
taxation, situate and within the
corporate limits of the City of
Clinton and the same is hereby
levied for the purpose of raising
taxes to pay the interest accruing
on outstanding bonds of the City
of Clinion and to create sinking
funds to be used in the retire
ment and payment of said bonds
as they mature; the excess, if
any, to be used by the City Coun
cil for general corporate purpos
es.
Section 3. That the Clerk and
Treasurer of the said City of
Clinton sllall enter $«id levies and
assessments upon the books of
the said City of Clinton and re
ceive said taxes. That said taxes
for the year 1961 shall be due
and payable between the 15th day
of October, 1961, and the 31st day
of December, 1961. without pen
alty. That said taxes herein
levied shall be paid to the Clerk
and Treasurer of the City of Clin-

Section 4. That on all taxes
and assesments, or any portion
thereof, charged against any
property or party on the books
of the said City of Clinton for
the current fiscal year and due
to the City of Clinton that shall
not have been paid on or before
the thirty-first day of December,
1961, the Clerk and Treasurer of
the said City of Clinton shall pro-
! ceed to add a penalty of ten
(10%) per centum on each item
of said taxes on the CityxTax
Books, and the said Clerk and
Treasurer shall proceed to collect
the said taxes including said pen
alties; if the said taxes, penalties
and assessments are not paid on
or before the first day of March,
1962, the Clerk and Treasurer of
the said City shall issue his tax
! execution directed to the Chief
of Police of said City of Clinton
against the property of the de
faulting taxpayers according to
law and it shall be the duty of
l the Chief of Police of said City
! to enforce the payment of the
; same in the manner prescribed
|by law.
Section 5. The taxes herein lev
ied shall constitute a lien upon
the property upon which the tax
is levied for the term of three
years after the tax shall have be
come due and payable.
Section 6. If any section, para
graph, clause or provision of this
I Ordinance shall be held invalid,
the invalidity of such section,
paragraph, clause or provision
shall not affect any of the re
maining provisions of the Ordi
nance.
Section 7. All ordinances, or
parts thereof, inconsistent here
with, be and the same are here
by repealed to the extent of such
