While We Talk Free World Save Our Wildlife
Writing in Newsweek, Henr>- Ha/litt, one
ot the country’n outstanding economists,
says: “When we turn to TYA, we find its po-
liti. a! champions still pushing for ever more
expansion and special privileges. For the ;
fifth consecutive year. Congress is being
asked to authorize the TV A to finance its
new requirements to special outside capital
in issuing revenue bonds to the public. The
April survey of the Guaranty Trust Com
pany of New York . . . points out the dan
gers of this ‘blank check’ precedent for gov
ernment agencies. TYA. the bank shows, has
already operated under conditions that made
a mockery of the ‘yardstick’ idea that was a
part of the excuse for its origin.”
Mr. Hazlitt then quotes this from The
Guaranty Survey: “ ‘TVA pays no federal
income tax and nothing in lieu thereof. ... It
receives its capital funds from Congress and
yet has never paid any interest to the Federal
Government on any Congressional appropria
tion. These are not operating economies but
special privileges bestowed on the people of
one area at the expense of the taxpayers at
large’.”
The revenue bond scheme would virtually
free TV A from anything resembling effec
tive control. It is true that the current bill
limits bond issuance to $750 million, but this
could be increased at any time and, once the
revenue bond precedent was established, no
doubt would be. The stage would be perfect
ly set for the extension of monopoly social
ism. TVA-style. on a gargantuan scale for all
federal power project*.
We need more, not leu. Congressional con
trol of TYA. And. moat of all. we need to
correct the phony “yardstick”—by passing
laws under which TVA would pay taxe* and
interest on the same basis as a private enter
prise doing a comparative buameu. and be
made to stand on it* own fiscal feet in every
particular.
It is hard to believe that the United States
is ready to accept the phiWmophy of social-
sm represented by TVA Why talk about a
free world if we do?
There are certain natural resource* which,
once destroyed, can never be replaced. They
are gone for all time, to the impoverishment
of everyone.
Wildlife is among those resources. The
tragic and classic example is the passenger
pigeon. They once abounded in enormous
numbers—Audubon, the great naturalist and
painter, wrote of seeing an estimated two
billion in a single day. They blacked out the
sky in thtir passing, and whitened the earth.
But the last passenger pigeon died in a zoo
many years ago. and the Species is extinct.
Near-extinction has come to other once-
abundant species—the buffalo, the Florida
Key deer, the whooping crane. And it will
come to more unless there is an aroused pub
lic interest in wildlife conservation. The pres
sures of the time against wildlife are brutally
heavy. Wild areas are turned into industrial
sections, housing developments, roads and
airports. Nesting and feeding grounds dis
appear.
Conservation efforts on the broadest pos
sible scale, are needed in every’ part of the
nation.

doesn't control. For example, at present we
receive federal aid in the field of vocational |
agriculture and home economics. And broth
er. the federal government calls the tune,
whether it concern* the couree of study de
manded. the qualification of teacher*, the
hours worked, the scope of teacher duties, or
whatever ...
