Judge Davies, sitting temporarily Af 4 U
as the District Judge m Little Rock.
ordered the Governor of the state to Training Camp
withdraw the National Guard from
the positions to which the Governor
had assigned it, in his efforts to
maintain order in Little Rick.
Subsequent events proved that
this North Dakota judge did not un
derstand the depth of feeling in
Little Rock in opposition to the in
tegration of ths public high school

DANGERS IN CFNTRALIZATIOV\ P ° r1er
This is cltearly another example
of the dangers in over-centraliza
tion of the government
The founders of our government
realized that the best government
is that which is close to the people
The principle of local self-govern
ment, which permits the govern
ment to adjust itself to local needs,
is one of our best safegaurds
against tyranny.
Federal interference in local
school system flies ih the face of
the Constitution and the principle
of local self-government. It is a step
toward centralized tyranny
In Laurens County members are
attending the camp with approx
imately .100 other members from
county councils over the state

THE LITTLE ROCK CASK
I hope- that the Federal Circuit
Court of Appeals will sustain the
decision of District Judge Harry J
Lemley suspending integration at
Central High School in Little Rock.
Ark. However, I am not at all con
fident that the court will, inasmuch
as none of the seven judges are
from the South ITiis circumstance
is a dangerous deviation from the
principle that-local judges, familiar
with local problems, whenever pos-
sbile, have jurisdiction over legal
controversies arising from the Infa
mous 1954 Supreme Court decision
on segregation
The seven judges who will hear
the appeal from Judge Lemtey's
order are of Nebraska. North Dako
ta. Iowa. Minnesota, and Missouri
Even attributing full sincerity to
these men. they cannot be in the
best position to decide questions in
