Senator Richard M. Jefferies
wrote me briefly about the new law
which may induce new enterprises
to come to South Carolina.
f ,
The new law is itself a very no-|
table contribution by our General
Assembly, which had been guided
by a special committee under the
chairmanship of Senator Jefferies.
constructive departure from an
cient prejudices and is eloquent
testimony pointing to an excellent
example of statesmanship.
I also consulted Senator Edgar:
Brown and quote a very modest
letter from him:
“We didn't do anything during
the past session of which 1 am par
ticularly proud. We should have
used the withholding tax method of
covering the budget rather than
using a part of the gas tax but that.
will be absorbed in the over-all pro
gram and will do the state no harm.
“Conversely 1 assume we can be
proud of the fact that the session
was reasonably short and that no
violence was done to the state or
any of its institutions. I don't think
the little deficit which we are car
rying over will do any harm. Next
year we must, of course, face the
very difficult problem of reducing

Senator Brown did have a very
helpful part in holding things down.

Sand legislator* are working to

by this integrated effort to attract
new business plight well be Ken
tucky’s loss.
“ ‘The story South Carolina's ad
tells, on the surface, is primarily
one of a new tax plan for industry.
The more important message told,
however, is that South Carolina leg
islators are business-oriented; that
they are willing to recognize the le
gitimate needs of business, fully
realizing that business is the many,
not the few, and that anything at
tracting new industry and business,
in the long run, benefits all Soufh
Carolinians—farmers, teachers, la
borers—everyone. ’
The fundamental principal in our
revision of corporate taxation was
to be absolutely fair in our tax laws
to business interests, and the work
of the legislature in this respect
was fully justified because of the
justice involved in the corporate
tax changes.
Of course, the new tax laws are
modern in every respect and place
South Carolina in a most desirable
competitive position for the attract
ing of new industry. It shows that
South Carolina appreciates industry
enough to take car* of its needs, es
pecially when justice may be pro
