FEDERAL DROUGNI AID IS REJECIED
AS BANKS AGREE TO PRIVATE LOANS
Tiny WytTie County, Va., which
earned the respect of the nation in
1950 by whipping a polio epidemic
without federal aid, is again con
quering adversity with no request for
outside help.
This time, residents of the county’s
1.R00-1,900 farms are fighting back
from the ravages of a drought which
destroyed about 75 per cent of their
corn and 60-70 per cent of their

On the verge of being declared a
disaster area by the U. S. Depart

Virginia citizens have refusced to
ask for federal government loans. '
The solution agreed upon by busi-'
r.essmen, farmers, local chamber rep
resentatives, the delegate to the Vir

money from the local banks which _

The plan is the result of a meet-!
mg to discuss the drought, where
this resolution was pased:

No Absentee Voting
Provided By State
For Nov. 4 Election
Columbia, August 30.—There will
be no absentee balloting in the gen
eral election November 4 in South
Carolina, attorney General T. C.
Callison reminded voters today.
Callison said, in response to an
inquiry from Secretary of State O.
Frank Thornton, that he could find
no provision for general election'
absentee voting in the 1959 state'
election law.
Absentee voting for some mili-'
tary personnel is permitted in Dem
ocratic primary elections, but in
those primaries only, under au-j
thority given the state party’ exec-,
utive•committee by tne law.
“In response to your inquiry,”
Callison wrote Thornton, ‘‘as to
whether the state of South Caro-
iina may permit absentee voting in
the general election.”
He called attention to provision,
for absentee voting in primari
only, adding:
“South Carolina has no statut
directing any election officials to
provide for absentee voting by
anyone of any class. I, therefore,
see no legal authority for you as
secretary of state or for the election
commissioners to set up any ma
chinery for absentee votirtg.”
