82nd Congress Finds
Election Year Issues
Washington. — Politics, defense
spending, universal military train-
, ing. and foreign aid stood out as the
dominant issues today as the 82nd
Congress returned for its election-
year session.
The session starts at noon (EST)
and leaders wouldn’t be surprised
if it lasts right up to the November
elections in which a President, a
Vice-President, 435 House mem
bers and at least 32 senators, will
be chosen.
Legislatively,' it probably won’t
produce much. Only a few “must”
major bills are due for considera
tion. Topping them are UMT, ec-
onoqjic controls, foreign-aidj and
billions in new appropriations. .

Politically, it may be one of the
hottest in decades.
From President Truman’s^State-
of-the-Union message tomorrow,
Democrats hope to obtain some
clue as to whether Mr. Truman will
seek reelection and if not, the issued
on which the Democrats will be
expected to base their campaign.
Tomorrow’s message will be the
first of three from the President.
‘ r The others, on domestic economy
and the budget, will follow j'within
two weeks’^ The budget message is
expected to call for an estimated
83 billion dollars during the fiscal
year starting July 1.
The first few weeks of the ses
sion probably will be spent getting
squared away for action and di
gesting the President’s recommen
dations. This~7ifrtei4u4e will give
six new representatives and a new
senator a.chance ft> get themselves
oriented.
