MacArthur Hint At
Red China Raids
Expected Start Talk
Tokyo, March 25.—The implica
tion that Red China might be at
tacked, coupled with General Ma^
Arthur's peace overture Saturday,
aparently was designed by the Un
ited Nations commander to stimu
late a little thought on the matter.
It appears here as a calculated
time bomb to cap the ninth month
of a bitter Korean campaign that
seems to be getting closer to the
theoretical stalemate that MacAr
thur has predicted.
In his statement, he made a four
point outline of reasons why he
considered the Communits have lost
the chance to conquer South Korea.
Then he added that if the United
Nations decided on “an expansion
of our military operations to his
(the Chinese Red) coastal areas and
interior bases,” this “would doom
Red China to the risk of imminent
military collapse.”
That statement certainly caught
the Western world by surprise and
probably had the same effect on
Peiping. This may have been one
of its purposes. As far as is known
here, it was not submitted before
hand to Washington.
The surprise can be expected to
increase the amount of speculation
about the statement. If that discus
sion reaches only a fraction of the
words expended on the 38th par
allel—which is regarded in Tokyo
as meaningless — the military ef
fect could be momentous.
What Gen. MacArthur apparently
wants is to start Peiping w’orrying
about its South China flank. Here
is the background:
Red China was able to assemble
the bulk of its trained military
forces in Manchuria and to send
them into Korea with relative
curity The Third and Fourth field
armies could be taken from South
China because the U. S. Seventh
fleet was assigned to patrol the
coast so long as Nationalist China
refrained from attacking the main
land
“We sent the Seventh fleet out to
protect Communist Chine.'* one of
ficer here commented
That policy has prevented Mac
Arthur from using his favorite mil
itary weapon- a flank thrust or
feint. Instead, he has had to plow
straight up the Korean peninsula
against a heavier Chinese line
Now the substance of MacAr-
thur's recent statements is that the
Communits cannot win in Korea
and neither, under present circum
stances. can the Allies.

ually reaching the point where, for
reasons of supply, they cannot
match the enemy s preponderant

In other words, as long as he has
to hit center. MacArthur will have
to slow down nis drive. Unless the
Chinese are ready to talk aensible
peace terms, the future, of the war
could be highly indefinite
So MacArthur evidently decided
to start the world talking, at least
with one of his customarily con
troversial statements. The results
could be beneficial.

posal, it would be up to the 1953-54
General Assembly to arrange the

The present Constitution, dating
from 1895, stipulates that a con
vention called for the purpose of
drafting a new one shall be com
posed of 124 members. Each county
would be represented to the same
extent that it has seats in the House
of Representativs.
A Constitutional Convention was
one of Gov, James F. Byrnes’ in
augural recommendations.
Children Deeding
Ban Requested
Senator R. T. Wilson, with Sena
tor Graham of Florence, introduced
a bill last week to stop deeding of
children “like they were chattel.”
Senator Wilson declared that the
bill would repeal setions of the
code which permits the deeding
and willing of children. He said
a number of them are disposed of
in this manner each year.
Senator Wilson pointed out that
the proper method would be the
adoption of children which gives
them the right to inherit the same
as bodily children.
He said that itwas a shame that
children can be deeded like ani
mals. He said the bill was aimed
at protecting children to see that
they are put in proper homes with
responsible parents.
