To Open Jap Peace Talks This Week i Washington, Jan. 21—The United States will open in Tokyo this week the second stage of Japanese peace negotiations designed to produce a ratified treaty between the Allied ! powers and Japan before the end of i the year. The biggest unsolved problem fac ing Ambassador John Foster Dulles on the eve of leaving for the Far East is how to meet the desire of such countries as Australia and New Zealand for security against a rebirth ■of aggressive Japanese militarism. There has been some thought in the government here that the best j solution might be a Pacific security I pact, somewhat like the Atlantic pact. Dulles is carrying a presidential | directive to get on with the Japa nese peace treaty development as i rapidly as possible. The primary purpose of the trip , is to get the ideas of Japanese gov- | ernment and political leaders on trea- i ty provisions and particularly to | clear up views as between Ameri cans and Japanese on security jjrob- i lems. In all negotiations the U. S. is I operating essentially as a go-between with other World War II victor na tions on one hand and the Japanese j on the other. After months of study, Washington decided last year that the best peace treaty would be one which restored Japan’s independence with no strings attached, the convic tion here being that post-treaty re quirements would produce more trouble than good results. Negotiations in the first stage were opened by Dulles last fall when he talked with representatives at U. N. headquarters of Russia, Britain, and all other countries with direct Far Eastern interest. Those talks disclosed two things, according to the ofificial estimate of their progress. First, there were no unsolvalble problems involving coun tries other than Russia; second, Rus sia almost certainly will not go along with creation of a treaty which Rus sia cannot in effect dictate. Therefore the second stage of the talks opens with every evidence that the Soviet Union and Communist China will not be in on the treaty drafting, but that the U. S. and more than a dozen friendly countries in tend to go ahead anyway. Dulles is prepared to tell the Jap anese that the U. S. expects the trea ty to be one which wild restore them to respect and equality in the family of nat^pns, though their prewar em pire must be written ott. U.
