Brown's Annual Custom
It has become a custom, an ivy-
draped tradition, in South Carolina
for State Senator Edgar A. Brown,
of Barnwell, to make an annual
economy speech to the general as
sembly.
This speech rolls around as regu
larly as Ground Hog Dog Day and
Doughnut Dunking Week. It usually
comes a few weeks before the Azal
ea Festival, a few weeks before the
president of the United States throws
out the first baseball. Often, but
not always, it coincides approximate
ly with the arrival of the Easter
Bunny.
The fist of the speech is that the
house has been extravagent in
• spending the people's money, and
that the senate must “hold the dam ’’
It invariably gets a good play in
the newspapers. One is invariably
surprised at its tone, since Senator
Brown, the attornoy for Clark's Hill
and the Central Electric Cooperative,
does not hold himself personally

|! Sometimes the sentae does, in fact,

■ to the free conference committee.
This committee, of which the econ
omy-minded Senator Brown is the
dominating force, meets behind the
clq^ed doors. Sometimes the dam col- •
lapses behind tho-e doors, although
we do not mean to imply that Sen
ator Br.»wn relaxes for a moment, J
even behind closed doors, as watch-'
dog of the treasury.
It is significant, nevertheless, that
at least one member of the legisla
ture. Representative John Bolt Cul
bertson. of Greenvdle, implies that
the best way to get a bill, spending
or otherwise, though the senate is
to obtain Mr. Brown’s approval.
“It boils down,’’ says Mr. Culbert
son, “to whenever you want some
thing in the senate, you gp see Ed
gar.’*
This year, after making his annual
economy speech, Senator Brown
called for the abolition of thc I2th
grade in the public schools. Then
he withdrew this proposal, because,
he said, “I can sec that the pressure
is on.”
The 12th grade has just recently
been established, at tremendous ex-'
pense to the state. Its establishment I
was approved by a previous legisla
ture, of which Mr. Brown was an
influential member.
