he prefers a senate draft bill which
also provides for training of 18-year-
olds as reserves. The senate armed
services committee worked on this
measure in secrecy today.

a longer-range system of universal
military training under which young

tions. These UMT students would not
be in the army.
(The senate committee has favored
merging the two plans, training the
18-year-olds in the armed services
along with draftees. The house com
mittee has not taJcen any action on
UMT).
Forrestal told the hou-se group,
however, that its bill provides an an
swer to the "immediate and impera
tive demand for something to aug
ment the size of our armed forces/’
Secretary of Army Royal! called
it "thoroughly acceptable to all the
services—army, navy and air force.”
Even before the committee vote,
Rep. Vinson, Democrat, of Georgia,
told reporters, that "my opinion is
that the house.will have nothing to
do with UMT this year,”
