public with the maximum of efficien
cy and economy. The other elements
of that team are represented by the
architects and engineers, the public
officials, the owners of prospective
and actual construction, the subcon
tractors, and the manufacturers and
supplies of the myriad construction
project, be it a bungalow, a skyscrap
er, a bridge or a highway.
Halt Rising Price
Costs for most types of construc
tion have been inching upward along
with the national trend toward high-
wages and prices. It is the consid
ered opinion of the responsible in
terests of the construction industry
that they have now reached their
levelling off period but the line can
be held only by the complete coop
eration of all elements of the team
constituting the entire construction
industry. *
Fair wages should continue to be
paid, but all possible steps should
be taken to encourage greater pro
ductivity and efficiency of workmen,
maintenance of wage rates for
agreed upon periods of time, elimina
tion-of wasteful practices, settlement
1c of disputes without stoppage of work
and the training of adequate num
bers of apprentices. Steps should
be taken to instill a pride of work
manship in the working force and
