Every citizen twenty-one (21)! years of age and upwards having all of the qualifications as mentioned in Section 12, of Article 2, of the Con stitution of South Carolina, as amend ed, and in Sections 2287 and 2290, Volume 2, Code of Laws of South Carolina, 1942, as amended, and who has resided in the State for two years, in the County for one year and with in the incorporated limits of the said Town of Clinton for four months next preceding the election to be held in said Town of Clinton on Tuesday j August 15th, 1944, and who has paid thirty days before the election any poll tax then due and payable and i who holds a County Registration Cer tificate entitling him or her to vote j at a polling precinct within the Town of Clinton shall be entitled to regis ter.
