executed at the time of his appoint
ment, irrespective of by whom pub
lic sale was made or by whom the
levy was made.
“Sec. 9. All Acts or parts of Acts
inconsistent with this Act are here
by repealed.
“Sec. 10. This Act shall take effect
upon its approval by the Governor.”
