Campaign Uncertain
In the presidential campaign there
are so many elements of uncertainty
that no cautious observer ventures
a forecast of the outcome. Much
depends upon events beyond Amer
lean control. Should the threat of
German victory over England di
minish, it is considered he^ ’that
would tend to diminish Mr. Roose
velt’s chances, which are now re
garded as no more than even.
The Republican candidate, Wen
dell Willkie has rejected ^e pro
posal that his party evade the po^-
litical expenditure restrictions of the
Hatch act, and has announced that
much less than 3 millions authorized
by that law will be spent on his
campaign. He has also proposed that
the law should be amended to pro
vide that every public official should
file a statement of his entire assets
and those of his famjay on taking
office and again on leaving H.
Nobody here expects Y***"^^*-
dent Gamer to return to Washing
ton from his home in Texas. How
far he will go in trying to get Tex
ans to vote for Willkie is uncertain.
