The present war in Europe is a
“Total War,” because it affects di
rectly every man, woman and child
in the world. It even affects animals
and crops and unborn babies. _ It
affects China, Japan, South Africa,
and the whole Western Hemisphere.
It affects the Esquimos, the Pigmies
of Africa and the lazy inhabitants of
the South Sea Islands.
It affects every one of 2000

tator countries would be unable to
force their governments to pass such
laws. Any people can force’any gov
ernment to pass any laws they wish

While the ban was lifted for refu
gee children from all war zones, the
arrangement was made primarily, of
ficials indicated, to provide a haven
for the children of Great Britain, now
the target of waves of Nazi bombers.
All “red tape” possible was cut by
the orders.
Visas and necessary travel papers
will be on hand at all times, it was
announced, to admit at least 10,000
more children than shipping facilities
can accommodate.
The visitors’ visas will authorize
the children to remain in this country
for at least two years, upon* the fil
ing of an affidavit hy a recognized
