thoughtless persons whp hear them

Let me speak of the congress of
the United States, where for twenty
years J have served in house and sen
ate. Eecauie “the” personnel changes
every two years I think I have served
with two thousand men. They come
from every walk of life and neces
sarily from every section of the coun
try. The thing about these men that
has most impressed me is their ab
solute honesty. As a rule they are
poor, men. Daily they are subjected
to temptations, and yet of the two
thousand “"men- with whom 1 have
served, 1 know of only two whb were
convicted of di.shone.st acts. Those two
were elected in political .landslides.
In a congressional district where one
of the great political parties is- nor-
rnally in complete control an unwor
thy man may .secure the nomination
of a minority party liecause it is be
lieved to be of no value. A political
landslide may then sweep the candi
dates of the minority party, including
this unworthy individual,, into office.
But I can give you the comforting as
surance that ’political accidents’ are
seldom re-elected to congress. . . .
If I had any criticism to make of
our national legislators it would not
be that they are lacking either ^
chhraoter or intelligence, but that at
times they are lacking in political
courage. Let me say that they are
poor men and poverty makes cowards
of many men. Aa a rule when a con
gressman dies he leaves debts, not
assets. When a legialatoTr sacrifices a
conviction and votes as some group
of constituents desires, it is not due
to fear for himself, but fear for hia
dependents. Theae men, when elected
to office, retire from their profes
sions and business. When they are
retired from public life they cannot
return to their former avocations
with much hope of success. While I
admit some justification for the criti
cism as to lack of political courage,
r assert that those who are willing
to sacrifice their- convictions in mat
ters of principle are the exception,
not the rule. . . .

assembly convened tonight in its six
teenth week but there were no re
ports from the free conferences on
the general appropriation and social
security bills that stood in the way of
sine die adjournment.
Chairmar Ward of the senate fi-
naheq committee said during the day.

not ready and members of the social
security free conference al.so .stated
they had not finished drafting of
their report.
There was no indication of when

from the free conferences.
By a roll! call vote of 34 to 30, the
house adopted, after long debate, the
recommendation of a sppcial commit-
t(H! for an expenditure of $35,000 for
improvement of its chamber.
The improvements would include
replacement of the metal ceiling with
an ornamental acoustical msterial;
installation of an indirect lighting
system; installation of air-condition
ing equipment; remodeling of the
speaker’s desk, rostrum and the west
end of the hall; and reconditioning
of the furniture.
After Representative Adams, chair
man of the committee, read the re
port, he was asked-by Representative
Bennett^ chairman of the ways and
means committee, what he considered
the most important ringle item.
Adams answered “lighting” taasert-
ing the present “poor” system caused
many headaches to members.
Bennett stated he thought the pro
posals for the ceiling, lighting and
furniture improvements, t o t a 1 i n g
about $15,000, enough for this year.
He said the other two proposals
