the fourth, circuit court of appeals

collective bargaining.

dale, secretary of the Laurens Busi
ness league.
Topping the list pven out by Mr.
Barks^le was an expenditure of ap
proximately $175,000 authorised by
the directors of the ‘ Laurens "Glass
WoiHcs for an expansion program. IlT-
cluded in the program, be said, was
the building of a new tank and the
addition of corresponding equipment
to increase the plant’s output by one-
