. 7. Votes are not transferable. Candidates
cannot withdraw in favor , of another can
didate. Should a candidate withdraw from
the race, his or her votes will he cancelled.
Neither will it be permissible for candidates
to give or transfer subscriptions to anoHitr
candidate after they have been received at
the office. Votes on such transferred sub
scriptions will be subject to disqualification
at the discretion of the management.
8. Any collusion on the part of candi
dates to nullify competition or any oth^r
combination formed to the detriment of can
didates or this newspaper will not be toler
ated. Any candidate taking part in such
combination stands liable to forfeit all
rights to a prize or commission.
9. All votes issued on ballots may be
held in reserve and caaf at the discretion of
candidates or this newspaper. The free vote
coupons appearing from time to.time in the
paper must be cast before the expiration
date-appearing thereon. ,

Chronicle office where candidates and their
friends will deposit their final collections
and .reserve votes. In this way no one, not
even the campaign-manager, can possibly
know (he voting strength of the various
candidates, which precludes any possibility
of favoritism and insure fairness to the
minutest detail, j
16. This newspaper guafaiitees fair and
impartial treatment to all participants, but
should' any question arise the decision of
the management of this newspapi^r will be
absolute and final. The Vaihpaifn officially
opens with the first published list of con
testants and closes in eight short weeks.
17. The name of the person who places
a candidate in nominaiton.. will not be di
vulged under any circumstances.
