Indications ha\e been that it is con
cerned principally with income taxes
with the primary object of providing
an indisputably balanced budget for
the fiscal year which ends July 1,
r.*35.

uf federal, finances which the commit
tee ’ i.s attempting to fit together is
the amount" of revenue from the’spec-
ial taxes that will l>e lost soon, as
compared with the income to be de
rived from legalized liquor. In mak
ing this comparison, they have pnly
estimates with which to deal.
The si)ecial taxes are: One-half a
cent a gallon oiugasoline, and five per
cent “On dividends both of which ex
pire Jan. 1; a tax on corporations of
$1 for every $1,000 of capitalization,
which expires at the end of the pres
ent fiscal year, June 30; and a levy
of five per cent on corporation profits
in excess of 12 Me per cent of capital
structure. This becomes ineffective
upon the beginning of each corpor
ation’s fiscal year following repeal.
ITie estimated yield of the special
gasoline tax is $6^000,000 a year, the
dividend tax $70(000,000, and capital
stock and e.xce.‘<s.*profit.s tax combined
$KO,000,000 a grand total of $212,-
000,000. Liquor taxqs are estimated to
yield $250,000,000 to $325,000,000, the
unofficiallv but most generally men
tioned figure. From these fi|rures it
would appear that the government
stands to gain about $80,000,000.
However, the problem is not .so sim-
4)le. The difficulty lies in gauging^ the
income from the special taxes as they
expire. To guide it, the committee
ha.s figures showing collections for
the first four months of the fiscal
year. These showed a yield from the
gasoline taif pf $26,29,000 as compar
ted wjth original estimates of $20,-
'666,000 for I that period; dividends
$11,477,000 against estimates of $23,-
1333,000; and capital stock and excess
profits $78,921,000 far'*aboYe the ex
pected yield of $26,666,000.

viding a sinking fund for the bond
