Failure To Dis pose of Bonds Is Cause. Columbia, Dec. 28.—'Tbe state high way department has notified c'>ntrac- tors engaged in road proiects that it may become necessary to delay pay ments for work. A letter wat; mailed yesterday \n al firms building roads for the depart ment, informing them the condition of the bond market made it inadvis able to sell bonds December 23 as planned and in consequence “the de- U^rtment must necessarily restrict its payments so as to keep within the funds now on hand as they may be augmented by current revenues.’’ A bond issue of $10,000,000 -had been advertised 6ut was called off on the eve of the sale. . Two suggestions are offered con tractors. They are: “1. That the work be continued without interruption and with the un derstanding that regular moruiily es- imates will be prepared and certified by the engineer and turned over to ‘he contractor, payment to be made when funcLs are available either from the .vale of additional bonds or accu mulated revenues. “2. That the contractor suspend op erations, on conditions,to be approved by the department, until notified by the department that .ends are avail able for meeting his con!*truotion esti mates as they may be earned. “It should be clearly understood," the letter says, “that this letter Joes not constitute a breach of contract on the part of the department, but m "e- ly informs conractors of a threaten ed situation that seems to make it im perative for the department and the contractors to consider seriously meth ods and plans to avoid possible hurt ful consequences in case it should de velop that the department cannot meet promptly payments of construc tion estimates when and as they fall due.’’ The letter is signo^' *>v Ben M.
