Babson Park, Mass., Dec. 7. : —Dur
ing the past few weeks,. Mr. Babson
has been making a survey of the dif
ferent sections of the country regard
ing the building situation as it exists
at the present time. In this connec
tion he has consulted the leading
chambers of commerce as well as mak
ing as extensive personal study. His
conclusions are as follows : •
General Buildlhg Declining
“Facts show very clearly that build
ing, in the general sense, is falling
off. This. is not in accordance with
; many published statistics, but the rea
son is that these building statistics
include road building, bridge building,
and the building of court houses,
school houses, etc. Public building is
increasing, but private building is de
clining, and one generally has in mind
Iprvate building when discussing
j building in general. Current figures
I show a falling off in connectioh’wkh
; the building of factories, office struc
tures, hotels, and apartment houses.
Furthermore, I believe that 1928 will
show a falling off in the building of j
small stores
The building of smsdl homes, how
they are not they get along with their'
present home. (3) Small homes, used
by wage-workers. The building of
these homes depends largely on the
employment situation, although pro
hibition has been a great factor and
still is a great factor today in causing
many small homes to be built by wage
workers. | „
“As the employment situation is
very closely allied with general bus
iness,. this means that building in 1928
will largely depend on general busi
ness conditions in 1928. If employ
ment continues good as at present, a
large number of small houses will con
tinue to be built. At the present time
the Babsonchart shows business to be
normal. I cannot close a discussion of
the building situation without refer
ring to the direct relationship between
home ownership and good citizenship.
The renter of a home ought to be a
good citizen, but he often is a bolshe-
vist at heart. When a than owns a
home, however, he becomes a loyal
citizen. As that great labor leader,
William B. Wilson, so often said, ‘No
man was ever known to raise the flag
of anarchy over his own hearthstone.’

remembering that if the above is true,
rent figures indicate that 1927 will
show more five to seven room houses
built than any previous year. Further

Building Active In South
“Although building, at the present
time, is either falling off or else at a
standstill in many sections, I find that
Jmany of the Southern and Southwest
ern states are holding up well. Many
of the cities in the states of Texas, Ok
lahoma, Arkansas, Tennessee, and
Georgia are holding their own in the
building lines. It is further interesting
to note that much of this new building
is in the form of small houses.
“Among the several other states
that have shown good reports for
building, are Arizona, Colorado, North
Dakota, Wisconsin, Ohio, some sec
tions of New York state, and New Jer
sey. Reports from Wilmington, Del.,
indicate that the number of building
premits for this year will be greater
than for any year since 1919. The
city showing the greatest increase in
building is Beaumont, Texas, while
Tulsa, Okla., Phoenix, Ariz., Pueblo,
Col., and Davenport, Iowa., show large
gains. Other cities showing consider^
able gains are Hartford, Conn., Buffa
lo and Syracuse, N. Y., Allentown and
Lancaster, Pa., Augusta and Macon,
Ga., Cincinnati, Ohio, Nashville, Tenn.,
Minneapolis, Minn., Boise, Idaho, and
Long Beach, Cal. The principal Cana
dian cities with building gains are Ed
monton, Montreal, and Toronto.
Good Road Building
“I note with interest the Iffrge sums
of money being expended at present
for the building and maintenance of
the highways of the country. Many
sections are today putting in fine
roads and in this way attracting bus
iness through tourists, etc. Good
roads are one of the best means of get-
jting business. These improved high
ways draw new people who build
homes and open new lines of business;
in this way the investment is made
good While we as motorists may not
like the ‘gasoline tax’ it is, neverthe
less, a fact that an increasing num
ber of states are adopting this method
to help finance state road construction
and maintenance; and it undoubtedly
removes some of the burden from the
general tax payers to those who use |
the highways. In principle it is sim
ilar to charging toll for the use of a
canal or bridge.
“The state of Texas is spending
large sums on its roads and in reports
from several cities in Texas, I find
this to be one of the largest expendi
tures of the year. Alabama is also
spending a great deal as a bond issue
of $25,000,000 is reported for the
building and maintenance of its roads.
Wilkes-Barre, Pa., reports more road
building than for years. There is also
considerable jnoney v bethg spent for
. roads in California, Nebraska, Wiscon
sin, Tennessee, Georgia, Florida, New
Jersey, and Massachusetts. Every road
newly constructed or improved is a
stimulant to the building of individual
residence houses. Good roads and the
automobile have played a large part
in the development of surbQrban prop
erty.
Building and General Business
“Building is divided into three
groups. (1) Speculative building, Yn- 1
eluding building for investment. This
depends very largely on the cost and
ease of borrowing money. Although
money rates are low at the present
time, banks are showing more discrim
ination. (2) General residence build
ing, with special reference to homes
selling from $20,000 upward. This
character of building depends largely
on the general prosperity of the coun
try. That is, the profit which people
are making. When people are pros
perous they build a good home. When
