LEGAL State of South Carolina, County of Laurens, Town of Clinton. AN ORDINANCE REGULATING PLUMBING AND SEWER CON NBCTIONS IN THE TOWN OF CLINTON. BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF CLIN TON IN COUNCIL ASSEMBLED: Sec. 1. That the sewer system of the Town" of Clinton and all matters and thing's appertaining to its use, management antLcontrol, shall be un der the control of the Town Council of the Town of Clinton, through the inspector of sewers and plumbing. Sec. 2. That on and after the pass age of this ordirahce % the superintend ent of the water and light plant shall be inspector'of sewers and plumbing of said town, and the said inspector shall perform such duties and have such powers as hereinafted in this Ordinance imposed and conferred or may hereafter be imposed and con ferred upon said inspector by action of the Town Council. Faulty Plumbing in Use— Whenever it shall come to the know- t ledge of the inspector that tl>e plumb ing in any building causes a nuisance, or is of faulty construction and likely to cause sickness, or endanger the health/af the occupants or whenever he shall, he requested by any owner or occupants of any building fi*ted with pmmbing, the inspector shall ex amine the plumbing in any such build ings, and shall report the result of his examination to the'Council, and shall suggest such cKHhges as may be necessary to make such plumbing con form to the requirements of this Or dinance ^ind of other sanitary, ordin ances of the town. The Council, upon adoption of the report, shall notify the owner or occupant of said build ings of the changes which arlT neces sary to be made in the plumbing. These changes shall he made by the owner within the time fixed by the order of the Council, and upon re fusal or neglect to obey such orders, the Council, shall proceed to have such changes made or such nuisance abated at the expense of the owner of said building, and the sum of such expense shall constitute a debt a- gainst the owner of the property, i Sec. 5. Examination of Plumbers— No person^ firm or corporation shall engage in or work at the business of plumbing, either as a master plum ber, employing plumber, or journey man plumber in the * Town of Clinton, unless he or it shall first receive a license or certificate in accordance with the provisions of this ordinance, provided, however: That each journeyman plumber actually engaged in a piece cf plumbing work may have one or more helpers or ap prentices. Each journeyman plumbe* and each master plumber or employ ing plumber who proposes to do plumbing work in the Town of Clin ton as such, shall furnish such evid ence of his qualifications and fitness as may be required by the rules and regulations of the Town Council. Upon furnishing such- information, there shall be issued to him a certifi cate or license by the Mayor, counter signed by the inspector, certifying that he is competent to work at the business of plumbing. Sec. 6.
