day's paper carry a notice from
city council calling for an election
on the 0th of December to elect
aldermen in wards onp and four to
fill out the unexpired terms of S.
J. Kilgore who moved to Newberry
several months ago, and of J. "W.
Leaman whose untimely death oc
curred several days ago. The office
of alderman is an important one
and should be filled by progressive,
public-spirited citizens. Only such
men are entitled to the support of
the voters.

There is more happiness in the
world than most of us dream of in
our philosophy. For that reason
many people arc more happy than
wc consider them to be and are
frequently the objects of wasted
sympathy. A man is happy when
he is obtaining that which he de
sires and for the reason that we
cannot fathom the desires of oth
ers we fajl to fathom the depths
of their happiness.
A man may lead a threadbare
existence taking toll from his earn
ings only for the bare necessities
of life. After a long life of toil
and penury he has acquired a
farm, perhaps, and a s*tor^ and a
.gin and added" materially to his
hank balance. Then old age and
ill health overtake him and the
question arises as to whose shall
those things he that he -has ac
quired. Does it seem that the man’s
lot has been hard and* unsatisfac
tory! Not necessarily so. He
found joy in accumulating and
economy was a pleasure to him. He
is happy because he has found
what he was seeking.
Another man is a
and lays np no store
ture. He is never far from bank
ruptcy and poverty, but each day
he spends his money as freely as
if he were the possessor of unlim
ited means. He may he the despair
of bill collectors, but he continues
to travel his chosen road in*,seeur-
ing the things that he desires. The
spendthrift places his ha'ppmess
- in the present and finds no less
joy than the man who hoards his
resources.
There is therefore more happi
ness in the world than we are
prone to imagine and a man is not
necessarily to he pitied because he
does not fceek happiness along
those avenues which appeal to us
most. While it may not be tme
that happiness can be measured
with a yardstick there are different
grades of contentment and many a
man seeks happiness upon too low
a level and some brands of eop-
_ tentinent are not as broad as they
are long.

to exceeed five per cent per annum
and payable annually in any legal
tender of the United States, in the sum
of Two Thousand Dollars annually,

nually from 1931 to 1940 inclusive, and
in the sum of Five Thousand Dollars
annually from 1941 to 1950 inclusive,
the proceeds of the sale of said bonds
to be applied solely and exclusively
for the building, erecting, establishing
and maintenance of streets of the
Town of Clinton, South Carolina as
prayed for in said petition: and
Whereas it appears that said peti
tion is in due form of law and has
been signed by the required number
of freeholders as prescribed by the
Constitution and Statute laws of this
State, as such provide.
It is, therefore, by the Town Coun
cil, of the Town of Clinton, County of
Laurens, State of South Carolina,, in
Council assembled, and by the virtue
of the same, ordered, ordained and
resolved that the prayer of the peti
tion be and the same is hereby grant
ed and that the question of the said
bond issue be submitted to the quali
fied registered electors of the said
town at a special election to be held
in said town on Tuesday, the ninth
day of December, 1919, for the pur
pose, as required by law, of submit
ting said question to the qualified reg-
istered electors of said town; that W.
D. Copeland is hereby appointed

MEN IN WARD ONE AND
WARD FOUR.
Notice is hereby given that an elec
tion for aldermen in ward one to fill
out the unexpired term of J. W. Lea-
man, and in ward four to fill out the
unexnired term (ft S. J. Kilgore will
be held in the town of Clinton on the
ninth day of December, 1919. The
polls will be opened at the Police Sta
tion at eight o’clock A. M. and closed
at four o’clockT*. M.

and Jno. H. Neighbors have been duly
appointed managers of said election.
No person shall be entitled to vote at
said election who shall not have reg
istered his name with W. D. Copeland,
Supervisor of Registration for the
town of Clinton, before twelve o’clock
noon on the twenty-ninth day of No
vember, 1919. The said W. D. Cope
land, Supervisor of Registration, will
have his office open for the purpose
of registering voters from nine
o’clock A. M. to four jjlclock P. M. at
"the office of J. I. Copeland & Bro. in
the town of Clinton, each day except
Sunday, from the 18th day of Novem-

At said election there will be two
boxes, one for ward one, in which the

of registering the names of the quali
fied electors of said town of Clinton
and that he do give due notice of the
time and place of opening said books

only qualified registered electors of
the town of Clinton shall be entitled
to vote; that the polls shall be open
ed at eight o’clock in the forenoon
and closed at four o’clock in the af
ternoon: that the ballots shall have
printed upon them the question to be
submitted and the word “Yes" and
“No”. The elector voting against the
issue of bond shall vote a ballot con
taining the word 'T^o’V and the elec
tor .voting for the issue of said bonds
shall vote a ballot containing the
word “Yes". That said election shall
be held at the City Station house in
front of Bailey’s Bapik In the Town of
Clinton. S. C., and that at said election
T. F. Milam, R. P. Adair, Sr., and
J. H. Neighbors shall act as managers
thereof and shall open the polls at
said place in said town at eight o’clock
in the forenoon and close at four
o’clock in the afternoon. That the
Town Clerk, do give notice of said
election by publishing the same in the
Clinton Chronicle, a newspaper pub
lished in the Town of Clinton, S. C.,
once a week for four w r eeks prior to
said election and by posting copies
thereof in three public places in said
town four weeks before said election.

Washington, Nov. 7.—Appeals of su
gar refiners in Cuba for coal were met
conditionally tonight through orders
issued by the railroad administration
central coal committee, which modify
the original export coal embargo. Un
der the new regulations the Cuban re
finers will be permitted to buy coal
here provided they sign agreements to
ship their sugar production to this
country.
The sugar shortage in the United
States was admitted to have been the
deciding factor in the discussion to
change the committee’s embargo. Es
timates of the amount of coal required
by the Cuban refineries varied, but
officials believed the amount would not
be sufficiently large to affect material
ly the American coal stocks. Relief
from the sugar shortage obtained as a
result of tfie excbange nWf permitted
is expected to be felt within the next
two weeks.
