One may hear this complaint in vurious sections of the State, and it means the end of the" State highway, commission unless It soon mends It arbitrary way of dealing with the counties. At the last session of the General Assembly only two votes were necessary In the house to put the commission in the position it should have occupied all along'?that of a central agency through which the counties dealt with the federal government, having no authority to dictate to the counties.
