THUKSDAY, NOV. 24, 1921. j
J. 1*. Durham, member of the j
Slate tax commission, wus quoted |
as saying a few days ago that the .
tax hurdens about which the pco- j
I'll" in rvmtn Carolina so frequently
complain are due in the
main to the cost of county governiiieiu
ami not to appropriations
ilie Ueueral Assenihly makes for 1
ltie Jstate government. Let lis
see: Llsewhere in '1 lie Times this
week there is an advertisement of
the treasurer of York county in
which it is stated that for State
purposes this year the levy is Hi
nilis ami for county purposes ti
luili.s. To the 12 mills for Stute
purposes there must he added the
.? null const inn tonal school tax,
making a total of In nulls levied
Jur I ho State. It would seem
iiiereiore that Mr. Derham did
not have York county in mind
v. lien lie made the statement com.
paring the cost of the State and
?.unity governments. There are
a lew counties in South Carolina
iii which the levy for county pur|
hm's is ubout equal to that for
...a. e purposes, hut in most of the
i.unities 11 is lower. Levies for
sel.ool purposes and for township
ru?.d improveiiieins are not connty
levies and the men who are responsible
for fixing the county
levies, in \ ork count* at least, Uu
not place such taxes upon the
people. The Tunes is in position
10 make the statement that for
the last hall dozen years and more
the York legislative delegation,
iii the lace ol numerous appeals
lor an increased levy lor county
purposes, has steadlastly refused
u> add to the tax burdens of the
people. There may be holiest difleieuce
of opinion as to whether
Ine county should undertake a
general policy of road improvement
1?V IlllW I,....I, Ol. t I
volviiiilio expenditure of large
sinus of money, ami thereby substautially
increasing tlu* lax li'vy,
lun there can he no iliffi'ivnci' of
opinion among informed men as
to whether the county legislative
cle legal ions of the last few years
have kept faith with the people
in their promise to hold the conn,
t.v levy at as low rate as efficient
government would permit. Not
every eounty in South Carolina is
as iortunute in the selection of its
eounty officials as York eounty
has been, ami to these men much
of the credit for the low rate of
taxation for county purposes is
dm*. It would indeed be something
out of the ordinary for the
officials id' York eounty to call
upon the legislative delegation
for largely increased appropriations
for their offices, as frequently
happens in connection with the
affairs of other counties of the
Stale. During the flush war period
through which the country
passed a few years ago. when the
cost of living had soared out of
all reason, there was a small increase
provided for clerical assistance
and in the salaries of each
of the county officials, but even j
with these increases York county
today is enjoying the best of ser
vice from the men filling her ofli- i 1
ees at a rate of compensation '
lower than that paid hv most ,
comities in the State for service
that certainly is not superior to t
that our people are {letting. On
top of this, it is worth noting
that there has not been laid at the |
door of any oftieial of York conn- i
tv since the State was redeemed
from the scalawags and carpetbaggers
4"? years ago the charge
of dishonesty. York county elects, i
good men to fill her offices ami i
no one ever devotes a minute to ' 1
speculating over whether thev
will prove recreant to the trust
of the people. i 1
