HK ' / AO* MISUNDERSTOOD. Member* Stand to Lose Little in Farm Loan Associations. Some people who have not carefully studied the federal farm loan act seem to be confused about the liability a man assumes when he jojinjs a national farm loan association, says The Progressive Farmer. Some seem to think that in doing this a man is accepting unlimited liability for any losses incur' * ved by the association. In fact one man was heard to say that he would not have anything to do with it because he did not care to assume responsibility for Tom, Dick and Harry's 1nunc ' ' . ThiR attitude is due to or based on a lack of understanding. Nohting could be much more clearly set forth than that each member of the association is liable only to the extent of the amount of his stock in the association and an additional amount equal to that. If a man borrows $1,000 he takes only $50 stock. Therefore the most he could possibly lose if every Tom, Dick and Harry in America should go broke would be his stock of $50 in the association and an additional $50. Hut the important question is. How can he lose anything, even a small part of his stock? Neither Torn. Dick. Harry nor anybody else can get loans exceeding 50 per cent of the appraised value of the laud and 20 per cent of the appraised value of the permanent improvements thereon. A committee of three farmers, all members of the association, makes the appraisals. These are later checked by an expert appraiser from the federal land bank who goes over every farm on which a loan is requested. These loans are made just as safe as it is humanly possible to make iL I * 'il t * nit in. ii win i?t? a ran' instance indeed for an association to suffer any material loss through the rascality or "no-aecountness" of Tom, Dick or Harry. Prospective borrowers should look upon tin- local association as one of the best provisions of the farm loan act. It is through the loeal association that the farmer's credit is strengthened the point of giving him a long time loan at a low rate of interest. The association sees that appraisal values are neither too high nor too low and so protects him. News 100 Years Ago. Nowadays when a noted person dies the whole world knows it in a few hours. A hundred years ago when Napoleon died May f?. 1821- it was exactly tit) days before the world received the news. Though the Knglish were ex peeling his death at any moment and had made every preparation to have word transmitted from St. Helena to Kugland with all possible dispatch, it was not until July 4 that the news reached London, having boon brought there by the sailing vessel Heron. In accordance with the spirit of the times, the message wns not given out on the arrival of the vessel, but was first conveyed to the foreign ofliee.
